Articles like this show both how eager local government are to look like they are taking steps to boost consumption and how ineffective these steps are. As the article suggests, the policies all involve boosting supply and convenience, but none involve boosting income and, hence, demand.

Ukraine is certainly not the most corrupt country in the world. That line only works if one treats the Western corruption indexes as some sort of gospel, which they aren't.
Those indexes measure what a closed circle of experts and businesses say they see in public-sector bribery. They omit systemic corruption inside the Western bloc, and in practice they are part of it.
Proud’s own post actually describes governments with no popular mandate pouring borrowed money into a war Ukraine cannot fund itself, while Western bloc weapons manufacturers, intermediaries and political careerists collect the return. If that is not the misuse of public funds, then the metric is useless. The EU has broken its own borrowing rules without consequence.
Once speech is constrained and “disinformation” becomes a governing category, the same institutions that compile the rankings become part of the system they claim to score.
They will audit Bankova, on instruction, but they will never audit the circular flow of taxpayer debt, war procurement, media narratives and electoral incentive inside the Western bloc that writes the cheques. Of course we know why. The scorekeepers themselves are headquartered in the same political establishment that is financing the war.
Ukraine is dependent. That dependence is the point. A country that cannot independently raise, arm or pay its own army is a conduit for Western bloc corruption.
The corruption that matters here is not in Kyiv. It is in Washington, London, Paris, Berlin, Madrid, Rome, Helsinki and Stockholm. It is the Western political system and the careerists therein, greedily and without morality, using Ukrainians as a conduit to funnel public money into their own pockets and then using a false virtue as cover.
Western corruption indexes track street-level and bureaucratic graft, all of which is endemic in Ukraine. They do not track governments borrowing against no mandate, routing the money through a client state that cannot fund its own army, and calling the resulting profits “support for democracy.” That is the endemic corruption of the Western bloc. It is laughable to assert that petty corruption enacted by bureaucrats can even compare to the evil that exists inside the Western political establishment.
The dependency Ukraine experiences is the corruption. The Ukrainians themselves are victims of it. Ukraine cannot independently sustain this war. The West can. That is the metric Proud’s post accidentally describes and then refuses to apply at home.
We are de facto in a state of war with Russia.
We have poured billions of pounds/dollars/Euros into a proxy war in Ukraine that has never looked winnable, encouraging @ZelenskyyUa to take ever more reckless steps to grab the media headlines.
Ukrainian and Russian service personnel get blown to pieces each day for little obvious benefit.
Meanwhile, the situation in Ukraine moves from disastrous to catastrophic.
The country is bankrupt and living day to day on the equivalent of payday loans provided by an already heavily indebted Europe.
Free speech is suppressed.
Fighting age men are dragged off the streets like dogs to go to the meat grinder.
Kids get pepper sprayed and beaten by the slovenly masked slobs that act as Ukraine's recruitment officers.
Ukraine is possibly now the most corrupt country in the world. Even before the war started, the European Court of Auditors in 2021 found that the country suffered from Grand Corruption under Zelensky's rule.
The only thing that has changed since that time is the amount of western taxpayers money that has been tipped into the cesspool of corruption in Bankova.
The war should have been ended within weeks of its starting.
That it didn't, is down to irresponsible figures like Johnson and Nuland.

The prior three incidents manifestly had nothing to do with Russia, but it's conceivable, I suppose, that Russian involvement in Leipzig can't be completely ruled out.
Truth it we will never get to the bottom of it.
But the point is, what did we expect?
We have been flag waving the use of western munitions firing deeper and deeper into Russian territory, sniggering at the sneakiness of our intelligence agencies in providing all sorts of nudge nudge, wink wink, support to Ukraine, helping them plan military counter offensives, giving them all the kit in our rapidly depleting arsenal to kills more Russians, hell, even giving them the intellectual property to our weapon systems, insisting that only a complete military defeat of Russia will be sufficient to start diplomatic negotiations.
This is manifestly idiotic and leading us inexorably towards World War III.
Frankly, the Leipzig incident smells of Ukrainian involvement, but who knows. If the Russians did it, I'm only surprised that they did something so small and inconsequential.
Right now, there are hardline voices in Russia demanding direct military strikes into NATO nations supplying arms to Ukraine using weapon systems that we have no defence against.
A couple of Asda-bought drones in Leipzig should be the last of our worries.
It's time to end the war through a diplomacy that has been absent - as part of a UK initiative - since 2014.
Otherwise the likes of Sikorski, Merz, Kallas and the whole stinking lot of them will lead us all to our deaths.
