@smallwars has just published "New and Emerging Threats from Mexican Cartels Across the Air, Cyber and Territorial Domains," which I co-authored with @GhalebKrame We start with a seizure. In October, the Mexican Army recovered dozens of FPV drones and spools of fiber optic cable near El Rosario, Sinaloa. A fiber-guided drone emits no radio signal, so jammers, Mexico's main answer to criminal drones, simply don't work against it. The armed groups studied the state's countermeasure and moved past it. Our argument is that no single technology defines the threat. The danger lies in combination: 🔹 Air: fiber optic drones assembled in workshops inside Mexico, drawing on know-how imported from Ukraine. 🔹 Cyber: AI-assisted campaigns against more than 400 banks and financial institutions across Latin America. 🔹 Territory: more than 600 IEDs detected in Michoacán since November 2025, with minefields serving as an instrument of criminal governance. The most capable cartels are acquiring capabilities across domains faster than the doctrine of the Mexican and US institutions charged with confronting them. We call for prioritizing detection and physical interception over spectrum denial, intelligence sharing among Mexico, Colombia, Ukraine and the US on returning foreign fighters, and treating AI-orchestrated intrusions into the financial system as a national security problem. My thanks to @ZFTWARNING John Sullivan for endorsing this work and to Ghaleb for the opportunity in this collaboration. 🔗 smallwarsjournal.com/2026/11… #NationalSecurity #OrganizedCrime #Mexico #Drones #CounterIED #Cybersecurity #CounterUAS #SmallWarsJournal

🔥Hot off the press! Our latest article has just been published in the Small Wars Journal @smallwars . "New and Emerging Threats from Mexican Cartels Across the Air, Cyber, and Territorial Domains" examines how Mexican cartels are expanding their operational capabilities beyond traditional criminal activity, exploiting emerging technologies, weaponized drones, cyber capabilities, and territorial control to create increasingly complex security challenges. Co-authored with Eduardo Zerón García @EZeronG , this article explores what these developments mean for Mexico, the United States, and regional security. A special thanks to Professor John P. Sullivan @zftwarning, for his continued support and for providing a valuable platform for advancing this discussion. An evolving threat demands a new way of thinking about organized crime and national security. Read the full article in Small Wars Journal: smallwarsjournal.com/2026/11…

Do we have to say this again? If DOJ disagrees with a court order it can disagree with it but it can’t just disobey it & say “well, we’re appealing.”
UPDATE: The Trump administration let a federal judge’s 5 p.m. deadline pass without handing over its list of 20,000 California voters it calls “likely noncitizens.” It says it intends to appeal, calling the voters’ request a “fishing expedition.”

NEW FOIA FILES is out! Ok so this is interesting? Last month, I obtained a memo signed by AG Todd Blanche that was sent to all federal agencies that advised officials how they should implement Trump's EO designating English as the "official" language of the US. The memo said some agencies, such as the Departments of Homeland Security, Treasury and Education scrubbed their websites of non-English language materials. Well... last week, Blanche revised his memo and sent a new version to agencies. I obtained a copy. English is now not only the "official" language of the US, Blanche wrote, it is now the "sole official language." One thing that Blanche added that wasn't in the previous version of his memo: the DOJ will seek public comments on the English Language guidance. Blanche noted, however, that the DOJ will not respond to public comments.” You gotta read this week's FOIA Files for the full story. There's a lot more. As always, it's free! Here is the abstract and the link of the CTC Sentinel piece: 👇 - Bridging Warning and Response: Lessons from the #Berlin Pride Attack for German and European Counterterrorism - Abstract: On July 25, 2026, Abdul Ballout drove a van into the Christopher Street Day (CSD) Pride parade in Berlin and then attacked bystanders with a machete, killing one person and injuring 31 others. This article examines the attack as a critical test of Germany’s counterterrorism architecture. Despite having been assessed as a high-risk individual capable of serious politically motivated violence (Gefährder),1 with two documented attempts to join the Islamic State, two recent convictions that carried prison sentences, and active police monitoring, he was still able to rent a van and strike a high-profile soft target in central Berlin. The article argues that the attack was less an intelligence failure than a structural failure of response: authorities accurately identified the severity of the threat, yet legal, judicial, and operational measures did not align with that assessment and gave insufficient weight to Ballout’s proven commitment to jihadi violence. By tracing Ballout’s risk profile, missed intervention points, and the disconnect between intelligence warnings, court decisions, deradicalization measures, and surveillance practices, the article situates the case within a wider pattern of leniency and under-response in German jihadi terrorism cases over the past decade. It concludes by assessing the broader implications for German and European counterterrorism policy and outlining practical considerations for closing the gap between threat assessment and preventive action.
