Remember when Nashville made homeowners pay thousands for stormwater upgrades before it would issue a permit for their homes?
One year ago today, a federal court approved a $1.4 million class action settlement against Nashville’s stormwater ordinance, providing full refunds to Peyton Pratt and 360 other Nashville homeowners. Beacon represents clients free of charge.

NEW CASE: Sarah Fagerburg is a mother who was frustrated with the lack of options for her kids and did something about it. She founded an Acton Acad. in East TN. The school is thriving, but state rules prevent it from reaching its potential. @BeaconTN is helping Sarah fight back.

"None of these rules makes a child any safer. Rather, the provisions force private schools to look like public schools and undermine Sarah’s innovative education model. The rules also violate the right parents have under the U.S. Constitution to direct their children’s education." 🤜🤛 @BeaconTN
Sarah Fagerburg, a Johnson City mother of nine, opened a school in her garage when she couldn’t find the right fit for her kids. The school has grown, rented a space, and registered as a private school. But state rules are getting in her way.
Tennessee dictates when, where, and how private schools must teach, leaving school founders little room to try anything new.
Today, we filed a lawsuit on her behalf.

According to 2025 data...
Davidson County: 67 days of cash on hand
Knox County: 134 days
One of them raised property taxes by 60 percent in five years. Hint: It’s not the one with the bigger cushion.

Raising taxes in Tennessee:
🛒 Sales tax → cap with a referendum
🚗 Wheel tax → two-thirds votes by the county commission or a referendum
🏠 Property tax → ¯\_(ツ)_/¯
Time to put guardrails on the tax that falls on your home.

We can beat them in football—but not in housing. Arkansas has one of the strongest laws allowing accessory dwelling units (ADUs)—things like mother-in-law suites, granny flats, or backyard cottages—in the nation, something that Tennessee is yet to catch up on, especially ahead of the 2030 Super Bowl. Read why here: beacontn.org/addressing-dema…
Want to know why new homes cost so much? Over a quarter of the price tag comes from regulations. 🏠💸
The government might not build your house, but it sure does send you the bill.

Huge victory for universal choice in Tennessee. A 3 judge panel at the trial court granted our two motions and dismissed the case. Opponents will appeal but final victory is one step closer. .@edchoice @BeaconTN @GovBillLee @WaltBlanksJr @shakamitchell
🎉 Victory for Education Freedom in Tennessee! 🎉
Along with our friends at @edchoice, Beacon went to court to represent parents who are defending Tennessee’s Education Freedom Scholarship program. Yesterday, the three-judge trial court panel ruled in our favor! While we expect that this case is not yet over and that the plaintiffs will appeal, this is a massive step forward in defending a program that has provided education opportunities to thousands of Tennessee students. We are proud to fight for them!

Did you know that Tennessee is one of only four states without some form of tax cap? 46 other states have a levy cap, rate cap, or a combination of options to protect residents from escalating tax hikes.
Tennessee should join 46 other states, including all its southeastern peers, and adopt a property tax cap—specifically a levy tax cap—to protect Tennesseans from unexpectedly large property tax hikes.

NEW RESEARCH: Beacon’s new brief examines how local zoning, a multi-tiered building-code landscape, and slow permit approvals are driving up housing costs. It also shows where state and local policymakers can remove government barriers to build more homes for Tennesseans.

We’re excited to announce our latest policy brief, published in partnership with @intheblacktn, "Taxing 9 to 5: What Does the Research Say About Property Tax Caps?"
Property taxes in Tennessee are escalating every year. A cap on how much these taxes can increase puts money back in Tennesseans' pockets and keeps government spending under control. But the exact type of cap Tennessee puts into place matters. Read the brief here 👇

“Our position is that really nothing substantive has changed. [The TSBA] still receive almost 90% of their funding from public sources — from taxpayer money. It's an organization that is made up of elected school board members from all over the state...
“They are basically trying to have their cake and eat it too. They get to try and pick and choose when they are going to act like an agency subject to the Tennessee Public Records Act, and we need clarification: Are they subject to this, or are they not?”

Should the public be able to inspect the records of a private organization that receives nearly 90% of its funding from public entities and helps train Tennessee school board members? bit.ly/4d4ROKk
That question is now at the center of two lawsuits involving the Tennessee School Boards Association, or TSBA.
The Beacon Center of Tennessee filed a lawsuit Tuesday in Davidson County Chancery Court asking a judge to declare that TSBA remains subject to the Tennessee Public Records Act. The Goldwater Institute is assisting Beacon with the case.

The latest Beacon Poll asked Tennesseans what they think about incentivizing data centers to come to the Volunteer State.
Data centers alone create controversy, as our findings show, but this sentiment seems to extend beyond that to corporate welfare in general.
