The Presidency has a Minister responsible for Performance and Monitoring. Ministers sighed Performance Agreements with the President. They are here: gov.za/ministers-performance… It’s these that are used to assess performance. Not perception according to who speaks the loudest.

The sooner we realise that cabinet reshuffles are not about us or about service delivery, the better. Cabinet reshuffles are about stamping one’s authority. They do nothing for us, if they were, a minister like Nathi Mthethwa who has failed dismally, would’ve long been gone
