🚨 DEVELOPING: Plano City Council votes 8-0 to move forward with funding plan for proposed Dallas Stars arena.
The vote means Plano voters will get the final say in November on a package of taxes and fees that would help fund the proposed $3 billion development near Willow Bend.
The project would include a new Dallas Stars arena, along with restaurants, shops and public spaces.
Plano is proposing to put $700 million toward the development through:
— A short-term hotel occupancy tax
— A short-term motor vehicle rental tax
— An event parking tax
— An admissions tax
— A venue facility use tax
The city says Plano property taxes would NOT increase to pay for the arena.
But the proposal has drawn plenty of concerns from residents, especially over traffic. The city says more than 2,400 written comments came in during the public input process, with 84% focused on traffic.
Parking, noise, light pollution and the impact on nearby neighborhoods have also been major concerns.
Tonight’s vote does NOT approve the arena or its funding.
It puts the funding plan on the November ballot, where Plano voters will have the final say.
I’m at tonight’s meeting and will have more on what the vote means for Plano taxpayers and what happens next. @CBSNewsTexas

JUST FILED: A new legal notice is escalating the fight over Dallas City Hall, and it alleges the City is actively blocking residents from being heard.
The Save Dallas City Hall Coalition has filed claims accusing the City of Dallas of violating the Texas Open Meetings Act and the City Charter, saying recent council rules and votes are “silencing” public participation.
At the center of the dispute: a “30-day bar” that prevents residents from speaking on agenda items if they’ve addressed the Council within the past month ... plus strict one-minute limits and disputed votes tied to the future of Dallas City Hall.
The Coalition also alleges a June 10 council vote on the City Hall site was improperly posted and may have violated a standing court order issued by Judge Eric Moyé, and is now questioning whether upcoming votes could be legally valid due to incorrect public notice online.
Attorneys say the City is using procedure to restrict public input. The City has not yet publicly responded to the latest notice.
This also comes just hours after a motion was filed by council members Blackmon and Bazaldua, asking a judge to determine whether city officials violated a temporary restraining order at last week's meeting.
The legal challenge lands just as another key council vote is set for tomorrow, raising the stakes in an already heated fight over the future of City Hall.
I'll have much more on this tonight at 10p on @CBSNewsTexas
