🇺🇬 Minister of State for Primary Education Phyllis Chemutai (Kapchorwa Woman MP) has told Parliament that Gulu University @GuluVarsity "cannot see the council's account" into which students pay their 𝐒𝐡𝐬𝟐𝟎,𝟎𝟎𝟎 annual National Council for Higher Education fee, so it clears them for graduation only on the receipts they present. Hoima West Division MP Ismail Kasule said students who have paid are forced "to pay twice or thrice under the threat of being omitted from the graduation list," and asked why no integrated digital verification system exists. Chemutai said a student whose fee goes into the university's account by mistake is refunded on showing evidence, and must then pay the council directly. Photos: @Parliament_Ug

More than 230 government assurances to track. Behind each is a promise that citizens expect to see fulfilled—a bridge completed, a hospital equipped or compensation paid. But what happens when those promises remain unfulfilled for years? During bridge inspections in August, Parliament’s Government Assurances Committee questioned a ministry’s claim that Aca Bridge was 92% complete. Construction began in 2019 and was expected to end in 2022. The committee has since sought answers on funding releases, contractor payments and progress on the ground. These are the questions at the heart of this week’s #PwatchSpace; How does Parliament follow up on government commitments, and is that scrutiny translating into services people can actually use? Join us this Thursday at 7:30PM, as we discuss what the committee has found, what remains unresolved and what citizens should expect next. 𝐒𝐩𝐞𝐚𝐤𝐞𝐫𝐬: Hon. Anna Adeke Ebaju (@AdekeAnna) l Hon. I am moderating a conversation on what Africa’s youth stand to gain from a young continent later tonight. By 2030, half the world’s new workers will come from Sub-Saharan Africa. Where will they find opportunity? Be sure to find us here👇 nitter.cf/i/spaces/1lJQRWMLnjkxE at 7:30 sharp!

Sub-Saharan Africa will need up to 15 million new jobs annually by 2030, according to the IMF. How do we turn Africa’s growing young population into jobs, thriving businesses and higher incomes? This Wednesday at 7:30 PM EAT, join the 66th #CEPAConvo here nitter.cf/i/spaces/1lJQRWM… for the “𝐀𝐟𝐫𝐢𝐜𝐚 𝐈𝐬 𝐘𝐨𝐮𝐧𝐠: 𝐇𝐨𝐰 𝐃𝐨 𝐖𝐞 𝐓𝐮𝐫𝐧 𝐓𝐡𝐚𝐭 𝐢𝐧𝐭𝐨 𝐉𝐨𝐛𝐬, 𝐓𝐫𝐚𝐝𝐞 𝐚𝐧𝐝 𝐏𝐫𝐨𝐬𝐩𝐞𝐫𝐢𝐭𝐲?” conversation. 🇺🇬 Makerere’s planner, Yusuf Kiranda came before the Public Accounts Committee without the work plan MPs needed to examine spending. The Chair warned that he would remain at Parliament if the meeting ended before he produced it. The planner said he had come to seek guidance.
🇺🇬 Public Accounts Committee member Karim Masaba questioned why Makerere recorded no condoms delivered against a target of 100,000 despite reporting that the money had been spent. Makerere University Secretary Yusuf Kiranda disputed that account, saying the work fell under the university’s infectious disease institute and that supporting evidence had been provided. The exchange took another turn when Committee Chairperson Patrick Nsamba asked whether the services were intended for students or surrounding communities. Kiranda said it was a community programme, correcting the earlier framing of the condoms as supplies for students. Watch:

🇺🇬 @Makerere University Secretary Yusuf Kiranda told the Public Accounts Committee that students seeking to use Freedom Square must book in advance and disclose their meeting content, prompting Chairperson @nsambapatrickUg to question whether the venue still lived up to its name. @nsambapatrickUg challenged the restrictions, arguing that a space where students once debated with political leaders was being controlled at the expense of developing future leaders. Henry Alinaitwe rejected the suggestion that Makerere had killed student politics, pointing to former student leader @ShamimNambassa involvement in politics. But when Nsamba pressed him on whether management also wanted to know what students would discuss, Kiranda acknowledged that it did. Watch:

“Policy is not just about what you put on paper, but rather what is implemented and how it's able to affect the people on ground.” 𝐖𝐀𝐓𝐂𝐇: Before drawing conclusions about youth unemployment, what does the evidence say? And after a law is passed, who checks whether it has made people’s lives better? For @KalamiraH, 7 months in the inaugural 2025/26 #CEPAResearchAndPolicyFellowship meant learning to ask these questions, interrogate data and listen to different perspectives. She shares why post-legislative scrutiny stood out for her—and why young Ugandans interested in policy should apply to understand how decisions are made, whose needs they serve and what happens after the paperwork. #CRPF #SUPA #CEPAProgramming

I am very #excited 📍📍 to be among the #30youngleaders selected out of the 1236 applications from #EastAfrica into the EAC Youth Fellowship Cohort IV under the #YouthInPolitics track @MSTCDC. This is a prestigious program designed to engage and empower young people in Regional Integration and Leadership within the East Africa Community (EAC). Attached is a link on what being selected into this program actually means to me medium.com/@atrassyleen/i-go… The fellowship has two tracks ;the Youth in Business Track and the Youth In Politics track. The program is a hybrid program with two weeks online and two weeks physical interactions at the MSTCDC. The fellowship aims to #harness the #potential of youth and promote their #activeparticipation in shaping the future of the region. This is done by offering mentorship, capacity -building activities and networking opportunities. The EAC Youth Fellowship seeks to nurture the next generation of leaders committed to regional cooperation and development. To me it is an opportunity to understand and interact directly with the EAC and its young people. Looking forward to this amazing journey. @OneYoungAfrica @TheJNLC @elfafrica1 @jumuiya @NimdUganda @nyaribi @PrimusBahiigi @ChemongesTim @YALIRLCAlumniUg @mwijukye_t47273
