The 3rd Edition of the Abidjan Border Forum Declaration calls on all African States to
make border populations true drivers of Africaโs integration for the realization of Development Agenda 2063. @jumuiya @meaca_ug
@KagutaMuseveni @RebeccaKadagaUG
As County and Local Governments of the EAC region represented by the Secretary General #EACLGA at the Forum, we call for strengthening collaboration with the EAC and National Governments for effective community engagement and local governance as a key anchor.
The emerging concerns at @BorderForum underscored the importance or approaching Integration from a bottom up approach with local communities in the drivers seat, underpinned by the Niamey Convention committments and Decentralised Governance

Managers of 11 key EAC One Stop Border Posts are meeting in Dar es Salaam, Tanzania, to address operational challenges, strengthen coordination and identify practical measures to reduce delays at the border.
๐ More efficient borders mean lower trade costs, smoother movement of goods and stronger intra-EAC trade.
A conversation that remains incomplete and can only be finite when the Local Government actors are on the decison making table. Trade barriers are as much a Local Economic Development and Local governance concern making it imperative to close this co-ordination loop @KanaFlash

An EAC multisectoral meeting of Experts and Senior Officials is underway in Dar es Salaam, Tanzania, bringing together key stakeholders to address key challenges affecting intra-EAC trade.
Discussions are focusing on:
๐น Eliminating Non-Tariff Barriers (NTBs)
๐น Improving the efficiency of One Stop Border Posts (OSBPs)
๐น Facilitating the seamless movement of goods across the region
The meeting is also identifying practical solutions to improve border processes, reduce trade costs and delays, and create a more predictable trading environment for businesses across the region.
The outcomes will inform the forthcoming meeting of Permanent/Principal Secretaries, which will consider strategic actions to strengthen trade facilitation, regional competitiveness and deeper EAC integration.
A more connected and efficient regional market means greater opportunities for businesses, traders and citizens across East Africa.

An EAC Budget that invests in leveraging Local Government structure to strengthen the community centeredness of the EAC Integration Agenda is a definite plus for East Africans. A fund to support Border Local Governments promote CBC is a good place to start @AmonginJ @jumuiya

Partnerships #SDG17 remain vital instruments that form and push the local governance agenda giving it its true meaning. Local or County Government institutions are mere vessels for different sets of community actors and stakeholders all working towards a development goal @CEOCOG
Today, we brought together Development Partners and Civil Society Organisations to ask a critical question: How do we protect the gains of 14 years of devolution and make the fourth cycle even stronger?
For FY 2026/27, our partnership agenda is simple yet comprehensive: to strengthen County institutions, modernise data systems, review our legal and policy frameworks, deepen accountability and citizen participation, and build stronger disaster and climate resilience.
Our partners reaffirmed their commitment to supporting devolution, with a strong call for better coordination, greater alignment with county priorities and ensuring that support reaches communities where it matters most.
As we prepare for the next phase of devolution, our shared priority is clear: protect the gains made over the past 14 years, ensure continuity of county services and build stronger, more responsive County Governments.
I appreciate our Development Partners and CSOs for their continued partnership and look forward to working together to make the fourth cycle of devolution stronger and more effective.
