4/5 Transnational links are real, but mostly non-operational.
Propaganda, prisoner solidarity, parallel mobilisation and foreign-conflict participation are better documented than sustained cross-border logistics or operational coordination.
5/5 The key question is whether dispersed capabilities begin to connect.
Persistent networks, stronger cross-border support or the transfer of foreign-acquired skills into domestic violence would mark a significant shift.
