Pakistan: The Anti-Terrorism (Punjab Amendment) Act, 2026, raises serious concerns about the right to a fair trial.
In a new public statement, Amnesty International examines the amendment against Pakistan’s obligations under international human rights law and highlights how expansion of anti-terror powers, weakened due process safeguards and increased executive discretion risk undermining fundamental fair trial guarantees.

🇵🇰 #CAT84: The CAT experts addressed numerous issues during their review of Pakistan, echoing the concerns of several NGOs.
The experts urged #Pakistan to amend the Torture and Custodial Death (Prevention & Punishment) Act 2022 to include a comprehensive definition of torture that aligns with the Convention Against Torture. The Act does not explicitly reference severe mental and psychological torture, or acknowledge torture to be a distinct and grievous act. These limits the scope and application of the Act, and may affect the domestic prosecution of such crimes.
The experts also highlighted the potential threat of the 2023 Illegal Foreigners Repatriation Plan, which allows the deportation of foreigners identified as illegal and unregistered, to the principle of non-refoulement, specifically for Afghan refugees.
Since the plan’s implementation, the government reports that 30,000 Afghans have been deported, while over 600,000 Afghans have voluntarily returned to Afghanistan. However, according to the IOM and the UNHCR’s findings, there have been 2,154,205 returns to Afghanistan, of which 226,000 were deportations. The experts also received concerns that many “voluntary returns” are actually forced, or achieved by coercion, like through police abuse and extortion.

PAKISTAN: Recurrent drone strikes in Khyber Pakhtunkhwa signal alarming disregard for civilian life
Responding to recurrent drone strikes in Khyber Pakhtunkhwa province, Isabelle Lassée, Deputy Regional Director for South Asia at Amnesty International, said:
“Pakistani authorities have failed to take action to protect the lives and property of civilians in Khyber Pakhtunkhwa who continue to pay the price of an escalating number of drone strikes in the province. Last Friday’s drone strike, killing one child, is part of an alarming series of attacks which have escalated since March of this year.”

PAKISTAN: Today’s early morning raid on journalist Ahmad Noorani’s house in Islamabad and the enforced disappearance of his two brothers is a sign of relentless repression of dissent in the country. The absurd hounding of family members for the critical work of a journalist based overseas is a brazen attack on the right to freedom of expression. This comes days after a case was registered against Noorani under the Prevention of Electronic Crimes Act on charges of cyberterrorism and spreading false information for allegations of defaming state institutions.
Amnesty International urges Pakistani authorities to immediately disclose the whereabouts of Noorani’s two brothers and ensure their safe return. Further, the government must conduct a prompt, thorough and impartial investigation into their disappearance and hold those responsible to account through fair trials. Pakistan must immediately stop the repeated attacks and intimidation of journalists, activists, opposition parties and their family members.

Idris Khattak was forcibly disappeared at the age of 56 on 13 November 2019. For 7 months, his whereabouts were unknown. He was later found in military custody, tried in a secret military court trial under the Official Secrets Act and Pakistan Army Act, and sentenced to 14 years imprisonment for ‘spying’ and other conduct “prejudicial to the safety or interests of the State.”
Idris has been denied the right to a fair trial before an independent civilian court, including meaningful access to his lawyer. Amnesty International calls on the Pakistani authorities to guarantee Idris' right to a fair trial in a civilian court and ensure he has access to all necessary medical treatment and facilities while in custody.

PAKISTAN: Today marks the 12th anniversary of the deadly fire that swept through the Ali Enterprises garment factory in Karachi on 11 September 2012. Over 255 died that day, trapped by the fire. They are not forgotten. Their deaths are the result of a series of failures related to workplace safety. All businesses must respect human rights and ensure safe working conditions. The Pakistani authorities have a duty to protect against human rights abuses including by businesses and to investigate, punish and redress such abuse.
The auditing company, which had just weeks earlier awarded the factory a SA8000 certificate of compliance, was the subject of an OECD complaint brought by the families of those deceased and a coalition of NGOs, but the complaint was not resolved. Families of the victims and labour rights activists have been engaged in a long struggle for adequate compensation.
