DEPUTY IGG JOINS STAKEHOLDERS TO REVIEW PERFORMANCE OF GOVERNANCE AND SECURITY PROGRAMME
In a spirit of shared commitment to strengthening accountability across the public sector, the Deputy Inspector General of Government (DIGG), @DrOkiria, today joined key stakeholders to review the Governance and Security Programme (GSP) annual performance for FY 2025/2026 at Imperial Royale Hotel.
Organised by the Office of the President (OP), the review was intended to evaluate the GSP’s performance for FY 2025/2026, identify key challenges and propose appropriate mitigation measures including more strategic approaches to deepen implementation of the programme priorities in support of the Tenfold Growth Strategy, and highlight areas for enhanced resource mobilization.
During the same activity, the GSP report for FY2025/2026 was launched, marking the first assessment of performance under the second GSP Strategic Plan, which is aligned with the implementation of the Fourth National Development Plan (NDP IV).
@DrOkiria's attendance was particularly significant given that the @IGGUganda's mandate of promoting just utilization of public resources, contributes to Objective Five of NDP IV which is; to enhance good governance, security, and strengthen the role of the state in development.
Her participation further reinforced the importance of institutional collaboration in advancing transparency and promoting quality and efficient service delivery to citizens.
The GSP brings together over 30 Ministries, Departments and Agencies (MDAs) responsible for upholding the rule of law, ensuring security, maintaining law and order, public policy governance, access to justice, promoting human rights, accountability and transparency.

DEPUTY IGG CALLS FOR INTEGRATION OF STRONG ANTI-CORRUPTION MEASURES IN IMPLEMENTATION OF NDP IV
The Deputy Inspector General of Government (DIGG), @DrOkiria , has called for the integration of strong anti-corruption measures in the implementation of the Fourth National Development Plan (NDP IV), cautioning that failure to enforce such measures could compromise the plan.
@DrOkiria further urged the enforcement of service delivery standards across Ministries, Departments, Agencies and Local Governments (MDALGs), to enable delivery of timely, accessible, quality and cost-effective services that turn the government’s development priorities into relatable benefits for its citizens.
“Anti-corruption institutions are often engaged after irregularities have occurred, when public resources may already have been lost and development outcomes compromised,” Dr. Achan Okiria said.
Her emphasis on enforcing robust anti-corruption measures in the government plans underscores the @IGGUganda commitment to protect public resources and ensure that every shilling benefits citizens in terms of better service delivery.
She made the remarks during a panel discussion on public sector capabilities and coordination bottlenecks constraining the delivery of NDP IV, held on the sidelines of the United Nations Country Team retreat.
The event, organised by the UN Resident Coordinator, took place at the @UNICEFUganda office in Mbuya, Kampala.
“Limited adoption and enforcement of service delivery standards across MDALGs leaves citizens uncertain about the services they should expect and makes it difficult to hold public officials accountable. It also contributes to inefficiencies, delays and poor service delivery,” she said.
Other anti-corruption measures, Dr. Achan Okiria noted, include mainstreaming Transparency, Accountability and Anti-Corruption (TAAC) measures throughout the NDP IV project cycle, from design and appraisal to procurement, implementation and monitoring, and early engagement of the IG and other accountability institutions in identifying corruption risks.
NDP IV is the fourth in a series of six National Development Plans (NDPs) aimed at accelerating the socio-economic transformation of the country. It is the first of three 5-year NDPs that will deliver 10-fold economic growth, which is expected to be achieved by doubling the size of the economy every five years.
The plan prioritises strong institutions and enforcement of anti-corruption laws to improve governance and service delivery.
The IG contributes to Objective 5 of NDP IV, which is strengthening good governance, and supports the goal of sustainable socio-economic transformation through improved accountability.
The IG’s mandate is essential in ensuring that public investments deliver the intended results.
