Since its publication in 2016, the booklet; 101 𝑻𝒉𝒊𝒏𝒈𝒔 𝒀𝒐𝒖 𝑾𝒂𝒏𝒕𝒆𝒅 𝒕𝒐 𝑲𝒏𝒐𝒘 𝑨𝒃𝒐𝒖𝒕 𝒕𝒉𝒆 𝑷𝒐𝒍𝒊𝒄𝒆 𝑩𝒖𝒕 𝑾𝒆𝒓𝒆 𝑻𝒐𝒐 𝑨𝒇𝒓𝒂𝒊𝒅 𝒕𝒐 𝑨𝒔𝒌 has played an important role in bridging the gap between the police and the public by promoting a better understanding of their respective rights, responsibilities, and obligations.
However, Kenya’s policing landscape has evolved significantly over the past decade. Constitutional and legislative developments, alongside emerging concerns such as police brutality, enforced disappearances, sexual and gender-based violence, and technology-facilitated violence, underscore the need to revisit the booklet and ensure it remains relevant, accurate, and responsive to current realities.
Today, Katiba Institute convened a breakfast meeting with representatives from Usalama, @Midrifthurinet , @IJMKenya , @IMLU_org , @nisisikenya, @MissingVoicesKE , and @CRECOKenya to reflect on the booklet’s impact, identify gaps, and discuss priorities for its review. The discussions centered on strengthening the booklet’s constitutional and human rights foundation, updating its legal references, and ensuring it remains a practical, accessible, and people-centered resource for public education and accountability.
As we embark on this review, our goal is to ensure that Police 101 continues to empower citizens, promote accountability, and foster a better understanding of policing in a constitutional democracy.

Court Finds the Inspector General of Police in Contempt:
The High Court has found Inspector General of Police (IGP) Douglas Kanja Kirocho in contempt of conservatory orders issued on 9 July 2025 by Justice Lawrence Mugambi.
In a ruling delivered by Hon. Lady Justice Patricia Nyaundi, the Court held that the IGP failed to comply with binding orders requiring him and officers under his command to issue timely public advisories before barricading roads or establishing checkpoints.

Court Update: Ruling
Tomorrow, the High Court is set to determine our Application seeking to hold the Inspector General of Police liable for contempt of court.
This application stemmed from the events of June 25, 2026, when police barricaded roads leading into Nairobi’s Central Business District (CBD) despite an existing conservatory order that required prior public notice before any such barricades or roadblocks could be erected.

Civic space is not an abstract idea.
It is the space where citizens speak, organise, assemble, participate and hold power to account.
At #ACSPS2026, we bring these conversations to the heart of Makueni.
