The answer is... 1957 President🗺️
Luzon was effectively a four-way race: rematch between President Carlos Garcia and former Speaker/Chief Justice Jose Yulo (1953 VP), plus two ruling party breakaways Customs Comm. Manuel Manahan and Senator Claro Recto.
Garcia ascended to the Presidency following Magsaysay's death. Discontent among factions in the Partido Nacionalista led to the rise of the Progressive Party (Manahan-Araneta-Manglapus) and the Nationalist Citizens' Party (Recto-Tañada).
Although Partido Liberal nominee Jose Yulo was able to win Manila and the Lingayen-Lucena corridor in total, Garcia received majorities in Visayas (52%, where he is from), and Mindanao (63%), thereby winning by plurality. Garcia held the record for the lowest popular vote share of a winning presidential candidate, at 41%, until the dictatorship.

In 2022, Diokno received a total of 4.5 million votes across these areas, which saw some of his largest gains since his first campaign in 2019.

Part II. How Senators Hontiveros (2022), Aquino & Pangilinan (2025) performed in these areas:
NCR+High Urban / National
Hontiveros 35.2% / 27.8%
Aquino 50.8% / 36.6%
Pangilinan 37.4% / 26.8%
All three performed significantly better in these areas than they did nationally.
If Atty. Diokno and fellow liberal/progressives break 35% here, then that might put them in the Senate.
