LotGate: What Happened in the Wasatch Back’s Summer Scandal For a few weeks this summer, a fight over development and local control on the Wasatch Back turned into a public dispute with Gov. Spencer Cox’s office after one of his senior advisers threatened Wasatch County’s state funding. Jeffrey Pierce started calling it “LotGate.” The immediate threat is over now. Wasatch County says its funding is safe. But the episode is worth going back through because one pretty basic question was never answered. The story started with Philo Development and 144 proposed homes on about 740 acres of state trust land east of Heber. Wasatch County rejected the development agreement in August. At the same time, Philo was pursuing a separate project called Wasatch Highlands under Utah’s new preliminary municipality law. That law came from SB258, passed by the Legislature in 2024. It created a pilot program allowing landowners in qualifying undeveloped areas to begin forming their own municipalities, complete with appointed leadership and municipal land-use authority before eventually transitioning into a regular town. Wasatch and Summit counties didn’t like the law and began discussing an effort to repeal it. Then Cox senior housing adviser Steve Waldrip showed up at the Heber City Council on August 18. Waldrip said he had a message from the governor. After criticizing Wasatch County’s development decisions and its opposition to the preliminary municipality law, he told local officials their state funding was “now at risk, meaning none.” He specifically mentioned Class B and C road funds and said funding was suspended for counties that “openly declare war on the state” over growth issues. That got people’s attention. B and C road money isn’t simply a discretionary grant the governor hands out to counties he likes. Utah law directs the money to counties and cities through a statutory formula, with half based on weighted road mileage and half based on population. Wasatch County receives roughly $2.1 million a year from the program. Pierce argued that threatening those funds to pressure a county over its land-use decisions and legislative lobbying could amount to official misconduct under Utah law. The official misconduct statute does make it a Class B misdemeanor for a public servant, with the required intent, to knowingly commit an unauthorized act purporting to be an act of the person’s office. But that is Pierce’s legal argument. I haven’t found any court, prosecutor or ethics commission finding that Cox or Waldrip violated that law. And then the dispute cooled down. Wasatch County officials met with the governor’s office on August 28. The county later said state officials acknowledged their initial approach had not been constructive and confirmed there would be “no negative impacts to state funding in Wasatch County.” No B and C money was ultimately withheld. Wasatch County also didn’t abandon its opposition to SB258. On September 2, the County Council formally asked the Legislature to repeal the preliminary municipality program. Wasatch Highlands is still alive too. The Lieutenant Governor’s Office continues to list it as a preliminary municipality, and a state population review found that it met the initial population, density and contiguity requirements for the process. So the practical result of LotGate is fairly straightforward. Wasatch County didn’t lose its road funding. The state backed away from the threat. The county continued lobbying against SB258 anyway, and the underlying development fight is still going. But there is one part of the August 18 meeting that never really got cleared up. Waldrip said he was delivering the governor’s message. When Utah News Dispatch later asked Cox’s office whether Cox had actually directed Waldrip to threaten Wasatch County’s funding, the governor’s office declined an interview and did not answer the question. Multiservicios Lokos, LLC is the operating business for the Money Service Business (MSB) side of Antojitos Lokos. The restaurant was located in a strip mall on 3300 S and 300 E in Salt Lake City, UT. Georgina Espinoza-Grajeda, 43, of Eagle Mountain, Utah, pleaded guilty to conspiracy to launder monetary instruments. She was initially indicted on November 8, 2023, and charged in a third superseding indictment on January 21, 2024. According to court documents and admissions made at Espinoza-Grajeda’s change of plea hearing, from a date unknown to on or about November 15, 2023, she and her co-conspirators conducted financial transactions affecting interstate commerce with the intent to promote the distribution of various controlled substances. She assisted in the money laundering of these drug proceeds by receiving cash proceeds from the sale of controlled substances and sent wire transfers through Antojitos Lokos. In total, Espinoza-Grajeda and her co-conspirators deposited over $17,000,000 (U.S. dollars) in cash proceeds of drug sales of various controlled substances. (See prior press release: 24 Defendants, including an Utah Business Owner, Accused of Running a Drug and Money Laundering Operation from Utah to Mexico and Honduras.) Espinoza-Grajeda is scheduled to be sentenced on December 14, 2026, at 8:30 a.m. in courtroom 1.1 before a U.S. District Court Judge at the Orrin G. Onetime I lived with a fuck ton of blacks. I was young, poor not racist and rented a room with a half black guy I knew growing up. Then more showed up lol and they NEVER left. By the end of it I had to move there were 5 ghetto hood blacks. It was real fucking interesting to say the least lol. Where do I start. I perpetually had to keep my own groceries in my room locked up. They would wash their meat in the sink with all kinds of shit. I have watched one use COMET! on a flank steak scrubbing it with the dish scrubber thing. Hot dog salad was big.( lettuce, hotdogs and ranch dressing.) They rented all of their furniture and it was routinely reposed by the rental furniture people. They’d be sitting there playing call of duty and dudes would show up and take the TV and the couch they were sitting on and the coffee table Thry had their legs propped up on. Then another one would go to the same place and sign up under his name and they’d bring more rented crap back they never paid for. Repeatedly. Obviously they played retarded ghetto music at full blast. We had roving gangs of blacks that would arrive in the yard to try and fight one or the other over some hood rat whore with giant hoop earrings. Onetime a group actually came through a bay window and it was a full on brawl in the living room. I had to beat some in the head with my saxophone. We eventually drove them out but walls were fucked, doors off hinges and almost every window busted out. Everything broken and trashed. I knew I had to move right then and I did. When I drove by 6 months later in the winter Thry were all in there sitting on the rented couch in winter jackets with all the windows still blown out playing call of duty. I did learn a lot about them as a people during this experience. And this is one of the experiences that made me racist. They are different. Live different. Think different. I wouldn’t recommend it to anyone. So for every liberal that lives in some White suburban enclave that calls me racist ive actually lived with a variety of races of people. And my views are based on real life experiences backed with stats not emotion.

Utah Lt. Gov. Deidre Henderson says decentralization “makes it really hard to manipulate an election.” That’s coming from the person whose office sits on top of the CENTRALIZED system. She is the state’s chief election officer. Statute gives her general supervisory authority over all elections and direct authority over federal, statewide, and multi-county races. County clerks do the daily work. Her office writes the rules they work under, owns the central database, and controls the verification layer. What that actually includes: • VISTA, the single statewide voter-registration system every county must use • Certification of voting equipment • Post-election audit rules and sample selection • Training and certification programs clerks must complete • Uniform ballots, candidate filings, and official certification of winners • Full statutory access to ballots, envelopes, voter records, and canvass materials, plus power to issue binding enforcement orders She controls who sees the records that would let anyone independently verify. Cast vote records, ballot images, tabulator tapes, and other “election returns” are not public records under her guidance to clerks. Nomination-petition packets are treated as protected. Candidates and the public get redacted views, delayed access, or no copies. Full unredacted voter-roll data stays locked unless she says otherwise. She is the records gatekeeper for the material that would let outsiders check her office’s work. Signature verification for the primary ballot. For statewide and multi-county races she is the filing officer. Nomination-petition signatures that put candidates on the primary ballot are verified under her office’s process and rules. County workers may do the comparison; her office sets the standard, tracks the packets, posts the results, and decides when a candidate has “enough” valid signatures. Tina Cannon’s presentation. State Auditor Tina Cannon told the legislature that VISTA has multiple signature tables and that the Lieutenant Governor’s office removed packets and associated signatures from the database when it flagged suspected fraud, so those signatures would not count toward a candidate’s threshold. Cannon’s point: they should not count toward the total - but they should not vanish from the system. She recommended a quarantined “suspected fraud” table so the audit trail stays intact. Instead, signatures left VISTA. The office that verifies who gets on the primary ballot also deletes the disputed records from the system used to check that work. ERIC. When lawmakers tried to force Utah out of ERIC, she fought to stay in. She called critics “radical election deniers.” The House passed an exit bill. A Senate committee killed it. Utah stayed. So when she praises decentralization as the thing that makes manipulation hard, remember: the voter file, the petition-signature gate to the primary, the audit rules, the ERIC decision, the list-scrubbing pipeline, who is allowed to see the verification records, and the decision to pull signatures out of VISTA all run through one office. VISTA is the ledger for Utah elections: who is registered, whose signature counts, who gets a ballot, and what clerks treat as official. Pair that with universal mail voting and the people who run the ledger don’t need crowds at the polls. They need names on the roll. A record in VISTA becomes a ballot in the mail, a blank check they can count. That is why Lt. Gov. Deidre Henderson will not give DOJ the unredacted file. Open the ledger and you can audit the same system that validated signatures for her own ticket, the system auditors already found attaching the wrong voter hundreds of times. Privacy is the cover. Control of the roll and the mail ballots it generates is the reason.

And I go to check out and I start noticing that my prices are higher, and I'm like, okay. So I call the manager over And he comes over and he says, uh, you know, the prices can change from the time you leave the area to the time you get to the register because the computer updates” The manager confirms that just within that couple minutes they’re allowed to change the price According to Walmart they are implementing these digital pricing tags throughout all their stores and the prices can change. The CEO made a statement saying the prices will change but it’s by item, not person. He also said the price changes are supposed to be done outside of customer hours But this is a big issue for many people because with these tags the items can be changed mid-day or based on demand. Yes they’re the same price for everyone but that’s still dynamic pricing This isn’t a conspiracy theory wither, Walmart has been sued by California for issues with pricing like this more than once. So the CEO is saying one thing but what people are seeing in the stores, what their employees are saying and what lawsuits are showing is the opposite
