This is deliberate. They never intended to publish the register online for public scrutiny.

INEC ICT Director Dr. Lawrence: Some registration officers, not only in the places we see on social media, but also across the states, have done different things to introduce irregularities into the register. We know what these people did, we know how they did it, but honestly, I don’t know why.
