if you dont understand not having wet hair at work/to an interview you are past the point of saving. if you are showing up with wet hair it signals many things including poor time management, low effort, zero professionalism and that you are just simply not ready for the day

This sounds like a problem with the culture of the program that would not be fixed by making the residents work even more hours so they’re even more burnt out. Also “shift work” and the shifts are still 12-24 hours long
The 80 hour workweek “restriction” started when I was a surgical intern in 2003 It changed doctors into shift workers. Instead of taking responsibility for patients, they pushed the follow up labs to be drawn just AFTER their shifts ended They were at home when the patients suffered the repercussion of their decisions and never learned. Tragic for education and patients
