I had a fruitful and constructive meeting with my colleague, Secretary of State Marco Rubio @SecRubio in Washington D.C. 🇫🇮🇺🇸
We exchanged views on Russia’s war of aggression against Ukraine and the ongoing efforts to achieve peace.
The Finnish position is clear: we need pressure on Russia‘s war machine and support for Ukraine including its air defence to shield civilian lives.
Finland and the US have an excellent relationship. Over the past years, our economic ties have strengthened rapidly, particularly in the fields of industrial products, connectivity, space technologies, quantum, artificial intelligence and several other fields of cutting-edge digital technology.
We look forward to fortifying this momentum and today - the signing of our two documents - marks an important milestone.
The Critical Minerals Framework and the Technology Prosperity Deal will deepen mutually beneficial trade, economic and technological cooperation between our countries, and strengthen our position in the world.

A horrific Russian strike on the railway station in Dnipro. The Russians launched a drone attack on a platform where an ordinary commuter train and a scheduled passenger train were standing. Unfortunately, 13 people have been confirmed killed as of now. My condolences to their families and loved ones. Ten more people were injured. All necessary emergency services are working at the scene.
Just how many terrorist strikes has Russia carried out against our people since sanctions were lifted on certain Russian oligarchs and the Russian energy sector, rather than de-escalating? This is precisely why Ukraine has always said that just and decisive action by America and Europe is needed in response to Russian escalation – sanctions against Moscow and its war machine must not be eased for as long as this Russian war continues. It is time for new, stronger sanctions steps by the EU, the United States, and the G7. I thank everyone who is ready to help in this way.

I had a productive discussion with @elinavaltonen on ways to advance peace efforts and strengthen the Ukrainian-Finnish partnership.
I am grateful to my colleague and to Finland for today’s announcement: Finnvera and the European Commission signed an agreement – €240 million financing opportunity for the reconstruction of Ukraine
This is a timely and important move. It creates opportunities for Finnish companies to participate in the recovery of Ukraine, including energy, digital infrastructure, logistics, and critical raw materials, as well as projects in the defence and dual-use sectors.
During our talks we also paid particular attention to scaling up projects of the Shelter Coalition.
I am grateful to Minister Valtonen for Finland’s steadfast support, principled stance, and active advocacy for a just and lasting peace in Ukraine.
Our shared efforts are essential to protecting Ukrainian lives, holding Russia accountable, and ensuring a secure and prosperous future for Ukraine and Europe.
It was my pleasure to present Elina with the Order of Princess Olga, 3rd Class, awarded by President @ZelenskyyUa to recognise my Finnish colleague’s extraordinary contribution to supporting Ukraine.

Ceasefire in Oleshky: Agreement Being Fully Honored
❗️As of 5:30 p.m. on October 27, Ukraine and Russia are adhering to the ceasefire agreement in designated areas related to the humanitarian mission.
The ceasefire came into effect today at 3:00 a.m. Kyiv time and 4:00 a.m. Moscow time.
The ceasefire will remain in effect until 10:59 p.m. on November 1. No ceasefire violations have been recorded by either side.
We are carrying out the humanitarian mission jointly with Yana Lantratova, Commissioner for Human Rights in the Russian Federation, with the mediation and coordination of U.S. First Lady Melania Trump (@FLOTUS).
‼️I hope that everything will continue in accordance with the agreed plan and that we will be able to help the civilians in Oleshky who are eagerly awaiting assistance.

Ukrzaliznytsia, Ukraine’s national railway operator, will receive 10 Dv12 diesel locomotives and spare parts from Finland.
The agreement was signed yesterday in Kyiv by Finnish Prime Minister @PetteriOrpo, Ukrainian Prime Minister @KoretskyiUA, and Ukrzaliznytsia CEO Oleksandr Pertsovskyi.
Since the start of the full-scale invasion, Russia has destroyed almost 600 locomotives in Ukraine. Diesel locomotives are particularly important to ensure the country’s logistics for the people, fast evacuation of the wounded and stable rail services amid Russian strikes on Ukraine’s energy infrastructure.
I want to thank Finland for its support and for strengthening Ukraine’s infrastructure.
I call on all partner countries to join the cause and help supply locomotives to ensure Ukraine’s lifeline runs uninterrupted.
Joined President Volodymyr Zelenskyy and Prime Minister of Finland Petteri Orpo, @PetteriOrpo, at the Ukraine-Finland Business Forum.
Seven agreements on potential cooperation, worth almost €300 million, were signed as a result.
Ukrainian drone makers are exploring the possibility of expanding joint production with Finnish companies in Finland. Employers' associations from both countries plan to set up a Ukraine-Finland Industrial Council. A separate project concerns industrial housing construction.
Finland has also become the first country to give locomotives to Ukrzaliznytsia free of charge. Today, we signed an agreement on the transfer of 10 Dv12 diesel locomotives and spare parts.
We invited Finland to become a partner of the War Risk Insurance Fund. We also discussed how Ukraine can help Europe build strategic non-commercial gas reserves. We have large spare gas storage capacity and a well-developed gas transmission system.
In our bilateral meeting, we agreed to share experience in protecting critical infrastructure and had a detailed discussion on Ukraine's need for mobile shelters.
We count on Finnish companies to become key investors and long-term partners of Ukraine. Together, we can create products, technologies and businesses that will be competitive in Ukraine and across Europe.

I addressed the participants of the plenary session of the Ukraine–Finland Business Forum. Finland is a very important partner for us, and we are grateful for your support. We have a Drone Deal between our countries. And the Drone Deal works. Let’s build on this with practical steps, so we can produce more of the drones that both Ukraine and Finland need. Our capacity to produce drones here in Ukraine is several times greater than the funding we have available today. So let’s use this potential to strengthen our common security.
Even though things are not easy now, let’s work on joint economic projects. Every investment in Ukraine today also helps us stay strong. Let’s do this. We have the Finnish-Ukrainian Investment Facility, and this is a good example. Let’s use every opportunity we have.

Peace requires patience, but war doesn’t wait. It is our duty to do what we can to bring Russia's war of aggression to an end. We stand with Ukraine.

We must stop issuing tourist visas for Russian citizens across the EU.
I have invited other EU Member States to join a letter addressed to the European Commission. I am calling for a complete EU ban on Russian tourist visas for as long as Russia continues its war of aggression.
It is not right that Russians can travel to Europe to enjoy the way of life and freedoms here while their country bombs the homes of Ukrainians. Issuing visas to Russians for non-essential travel was banned in Finland already in 2022. The same must finally happen at the EU level.
I am also calling for a ban on Schengen visas to Putin’s inner circle, visa restrictions for Russian athletes, and the effective implementation of the visa ban on Russian combatants.
The EU must act together.
