MORE: The Kremlin itself has acknowledged it is aware of the situation in the Oleshky area, but has refused to engage in any good-faith efforts to address the situation despite repeated Ukrainian government outreach. Kremlin Spokesperson Dmitry Peskov acknowledged during a press briefing on September 21 that there are challenges with food and medicine supply to occupied Oleshky, but blamed Ukraine entirely for the situation. Alexander “Sasha” Kots, a prominent milblogger who serves on the Kremlin’s Human Rights Council, responded to the situation by similarly blaming Ukraine and called for the opening of a humanitarian corridor to occupied Melitopol (about 200 kilometers east of Oleshky in the rear of Russian-occupied Zaporizhia Oblast). There have been no formal Kremlin offers for a ceasefire to secure a humanitarian corridor out of Oleshky as of the time of writing, however. Ukrainian officials, on the other hand, have made several attempts to negotiate with the Kremlin over the issue of Oleshky.
SPECIAL REPORT | NEW: Oleshky: How Russia Governs Through Humanitarian Decline The ongoing humanitarian crisis in the occupied Oleshky area reflects the coercive logic of Russian occupation governance in a heavily damaged frontline city. Oleshky has become a test case for Russian rule in an area marked by depopulation, damaged infrastructure, chronic insecurity, and growing isolation from the rest of Ukraine. Rather than reversing these conditions, Russian occupation authorities appear to govern through them, leveraging residents’ increasing dependence on occupation-controlled services, institutions, and administrative systems to sustain control. As humanitarian vulnerabilities deepen and alternatives to occupation governance diminish, humanitarian decline and Russian occupation rule become mutually reinforcing. Russian forces occupied these left bank settlements on February 24, 2022 — the first day of the full-scale invasion of Ukraine — during the initial military push to occupy all of Kherson Oblast from positions in occupied Crimea. Russian troops largely maintained a distance from Oleshky itself in the first few weeks of the invasion, and remaining elements of the Ukrainian city administration attempted to organize self-governance efforts and self-sufficient security patrols while refusing to directly cooperate with Russian soldiers. Geolocated images show Russian forces had officially entered Oleshky as of late March 2022, breaking the tacit governance agreement that had been in place with the remaining Ukrainian officials. Russian forces and occupation officials took full control of Oleshky in late April 2022, however, and about 40 percent of the pre-war population fled to Ukrainian-held territory while security checkpoints were still open.

The U.S. Coast Guard is searching for six people aboard a missing medical transport aircraft after crews found a debris field off Nantucket, Massachusetts, that has been confirmed to be from the plane. The aircraft, a Gulfstream G100 with tail number C-GRJP, was flying from Bermuda to Boston when contact was lost early this morning. The FAA notified the Coast Guard at about 2 a.m. Six people were aboard. The Coast Guard is using an HC-144 "Ocean Sentry" fixed wing aircraft and an MH-60 "Jayhawk" helicopter from Air Station Cape Cod, an HC-130 "Hercules" from Air Station Elizabeth City, motor lifeboat crews from Station Brant Point, and the Boston based cutter William Sparling, which will keep searching through the night. The New York Air National Guard's 106th Rescue Wing is also supporting with two HH-60 helicopters and an HC-130, all of which are currently active over the search area. The Coast Guard says 1,644 square miles have been searched so far. It has not reported finding anyone or said what happened to the aircraft. Meet Thomas, a 35-year-old who got hooked to FanDuel and DraftKings in the pandemic, ended up $50,000 in the red. He filed for bankruptcy and signed up for a Pennsylvania registry that banned him from using betting apps. More recently, he saw an ad for Kalshi offering a cash bonus. He got the app and couldn’t put it down. He’s now living with his mom and grandmother and taking loans from them to afford food and car insurance payments. “I have a gambling addiction” he wrote to Kalshi, begging for them to ban him, which they eventually did. But not before he was more than $25,000 in the hole. Thomas represents dark side of the prediction market boom: Problem gamblers who relapse with Kalshi, which has blanketed TV, social media, sports stadiums, bus stations, trains, with ads trying to attract new traders, just as they insist they are not a gambling operator. That means they don’t honor “self-exclusion” registries maintained by states like Pennsylvania. Mental health clinicians say that creates a loophole for people like Thomas. What really got Thomas were Kalshi’s 15-minute crypto markets, where you can make a binary trade on whether Bitcoin will be above or below a certain number every 15 minutes. There were times he was betting 18 hours a day in these markets. He told me: “The odds flip so quickly. It’s such a rush. And when I’d lose, my brain just kept wanting to win it back.
