This morning, deputies responded to a call about an unaccompanied toddler walking around a retention pond in Deltona. Deputies in the area heard the call on Live 911 and quickly spotted the child in the water. Deputies retrieved the 4-year-old and identified his home. Inside, they found filthy conditions including copious animal waste, a roach infestation, and mold. Deltona Animal Control responded, taking custody of a caged and neglected dog. Both parents were arrested on charges of child neglect and animal cruelty. A grandparent took custody of the child and DCF was contacted for follow-up.

Yesterday, CAAT Troopers arrested Jean S. Dorisca, 48, who was wanted in Osceola County on a felony warrant for three counts of vehicular homicide stemming from a 2024 crash that killed three people, including his mother.
Dorisca, a Haitian national and lawful permanent resident of the United States, had been designated as one of FHP's most wanted fugitives after evading arrest following the July 16, 2024, fatal traffic crash where he allegedly attempted to pass a semi-truck in a designated no-passing zone and collided with oncoming traffic.
"For more than two years, this fugitive evaded accountability for a crash that claimed the lives of three innocent motorists. Thanks to the relentless work of our Criminal Alien Apprehension Team, Jean Dorisca has been taken into custody and will now face the criminal charges associated with this tragic crash,” said FLHSMV Executive Director Dave Kerner. “This arrest reflects FHP's unwavering commitment to protecting Florida's communities by locating and apprehending dangerous fugitives who threaten public safety and attempt to evade justice."

TWO ARRESTED AFTER INFANT FOUND UNATTENDED IN VEHICLE
The Titusville Police Department arrested two individuals on child neglect charges after an infant was discovered unattended inside a vehicle outside Petco, located at 3055 Columbia Boulevard.
Officers responded after a concerned citizen reported an infant alone in a car seat, covered with a blanket, red-faced, and sweating profusely.
Upon arrival, officers accessed the vehicle through an unlocked door and immediately checked on the infant. Emergency medical services evaluated the child and determined no additional medical treatment was necessary.
Officers located two individuals inside Petco who were responsible for the infant's care. Surveillance footage revealed the infant had been left unattended for more than 20 minutes.
Following the investigation, both individuals were arrested and charged:
•Ethan M. Humes, 28, of Titusville: Child Neglect and Leaving a Child Unattended in a Motor Vehicle. Bond: $2,750.
•Zoey A. Conner, 26, of Titusville: Child Neglect. Bond: $2,500.
The Florida Department of Children and Families was notified, and the infant was safely released to a parent. Both suspects were transported to the Brevard County Jail.
"We are incredibly grateful for the concerned citizen who recognized a potentially dangerous situation and took immediate action," said Police Chief Tyler Wright. "This incident serves as an important reminder that protecting our most vulnerable community members is a shared responsibility. A single decision to speak up can prevent a tragedy and potentially save a life."
The Titusville Police Department reminds the public that leaving a child unattended inside a vehicle, even for a short period, can have life-threatening consequences. Temperatures inside a
parked vehicle can rise rapidly, placing infants and young children at significant risk.
If you observe a child unattended in a vehicle and believe they may be in danger, immediately contact law enforcement.
All individuals are presumed innocent unless and until proven guilty in a court of law.
