The Small Business Regulatory Reduction Act (H.R.2965) passed the House 223-190 on Dec 3, 2025. The SBA must keep the yearly small business regulatory budget at zero or less, so new rule costs on small businesses must be offset by repeals. Every Republican voted yes.
