There's no mystery about "where did things go wing for Portland".
Spoiler alert: the damage isn't complete, it's just starting to sink in. With every building being sold for 80-90% less than the last time it traded hands the tax rate will decrease by a similar amount. Then, all the other property owners will insist on adjusted rates. If not provided, or of vacancy fees are assessed, the owners will simply sell or abandon the properties.
The City/County governmentsv then go bankrupt, and every social problem Portland has become 10x worse. I'd say "it's their own damned fault", but none of this was accidental. THIS is the intended result of encouraging our local society to collapse by inviting tent dwelling drug addicts to live in town and allowing gangs of terrorists to trash the city.
