League classic from S5-preseason 8 would absolutely kill modern league as it's modern enough yet vastly superior in every way.
Nevertheless the bar is so low that even the enshittified "classic" we got was better than modern league.
How to fix league in 10 seconds of work:
1. Change %pen formula to factor flat pen first
2. Add +25hp per level to all champs
3. Add +1mr per level to all champs
4. Buff lifesteal options for adcs significantly
5. Nerf DD

Adcs were never dominant on sololanes in proplay(and soloq), while they were present for some time they underperformed heavily, also this is top leagues only
