It has been an honor to serve as Special Rapporteur for General Principles of Law in the UN International Law Commission (ILC), since 2018. On the basis of four reports that I prepared since then, which were discussed by the Commission and by States, at this year's session the ILC adopted on second and final reading a set of 12 conclusions accompanied by commentaires that aim to clarify the nature of general principles of law as a source of international law, their scope, the method for their identification, and their functions and relationship with other sources of international law.
The International Law Week started today at the UN General Assembly in New York with the participation of many legal advisers of Ministries of Foreign Affairs of member States, as well as legal advisers of the permanent missions of States to the UN. During this Week, delegations are considering the Report of the International Law Commission, Chapter V of which contain the conclusions and commentaries on general principles of law.

Ecuador is grateful to the Arab Group in New York for a meaningful exchange with Ambassador Marcelo Vázquez-Bermúdez and for the opportunity to hear his vision as a candidate for the International Court of Justice.
The 2026 election offers a vital opportunity to preserve the ICJ’s established regional equilibrium, reinforce its universal legitimacy, and honor the representation of diverse legal systems: the world’s highest court -as the guardian of international law- should bring together the finest legal minds while reflecting the diversity of legal traditions, as mandated by the Statute of the @CIJ_ICJ .
As the only viable candidate from #GRULAC, Ambassador @marcevzb brings to this election not only a distinguished legal career, but also the perspective of a region whose historical presence since the inception of the ICJ should be preserved.

I also had the honor of chairing the interactive dialogue with the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Mr. Bernard Duhaime. The general debate and the interactive dialogue saw high levels of participation from States, national human rights commissions, and civil society representatives.

Delighted to participate as panelist in High-Level Seminar for Geneva-based Diplomats on the International Convention for the supression of acts of nuclear terrorism (ICSANT), organized by United Nations Office on Drugs and Crime (UNDOC) & USA Department of State. The 2005 Convention, in whose negotiation I had the pleasure of participating, has 127 States Parties, including Ecuador. We had a very constructive conversation on how the multilateral system can continue supporting Ecuador in strengthening the protection and fulfilment of the rights of children and adolescents.
Partnership between national institutions and the United Nations remains essential to advance policies and investments that allow every child to grow, learn and thrive. UNICEF remains fully committed to accompanying Ecuador in this effort.
