Last Sunday Sept 13th, in a tight diesel market and weeks before midterms, Exxon’s Joliet refinery went offline after both ComEd feeds into the plant died for about 3.5 hours.
Exxon later reported floodwater overwhelmed a pump; they did not tie that to Sunday’s loss of power, and there was no reported area-wide flood or neighborhood blackout at that hour. The plant is still down. They have pointed to the utility lines, not the exact fault, and have not given a restart time.
The ~264,000–275,000 barrel-per-day refinery normally produces about 11 million gallons of gasoline and diesel per day for the Midwest.
And not a single overnight 𝕏 oil expert has mentioned the refinery being offline
