صراحة، ومن باب الحرص على القطاع لا أكثر..
يصدر قرار تعيين الأستاذ عبدالعزيز النويصر رئيساً تنفيذيا لهيئة التأمين. وقبلها بثمانية أيام بس، يوم 24 أكتوبر، أعلنت التعاونية على تداول استقالته من رئاسة مجلس إدارتها.
يعني خلال ثمانية أيام انتقل من رئاسة مجلس أكبر شركة تأمين في السوق إلى قيادة الجهة اللي تراقبها. ورئيس مجلس إدارة الهيئة، وايضاً الأستاذ عبدالعزيز البوق، كان هو نفسه الرئيس التنفيذي للتعاونية، واشتغلوا مع بعض فيها من 2020 إلى 2023.
ما نشكك في كفاءة أحد، ولا أقول إن الهيئة لازم تجيب ناس من برا القطاع. التأمين قطاع فني ومشاكله كثيرة ومعقده وخصوصاً في بدايه سنوات الهيئة ، واللي يقوده لازم يكون فاهمه من الداخل بشكل عميق .
ونقطة للإنصاف والتوضيح النويصر كان عضوا مستقلا غير تنفيذي، يعني مو موظف في الشركة.
📍لكن السؤال اللي يستاهل نوقف عنده وش الضمانات بين آخر يوم في الشركة وأول يوم في الهيئة؟
اتذكر قصه شركة HealthSouth الأمريكية كانت من أكبر فضائح المحاسبة مطلع 2000 ، وكان عدد من قياداتها المالية والإدارية جايين من مكتب المراجعة اللي يدقق حساباتها.
العلاقات ومعرفة طريقة تفكير المراجع من الداخل أضعفت الرقابة ، وبعد هالفضائح جا قانون Sarbanes-Oxley وفرض ما يسمي با Cooling-off period
سنة تهدئة على الأقل قبل ما يقدر موظف مكتب المراجعة يصير رئيسا تنفيذيا أو ماليا عند عميله.
وعلى مستوى الجهات الرقابية عالميا تنص المعايير على أن الجهة الرقابية لازم تكون مستقلة تشغيليا، وأن أعضاءها يتنحون عن أي قرار فيه تعارض مصالح.

هيئة البنوك الأوروبية ألزمت الجهات الرقابية بإقرارات مصالح وفترات تهدئة للي ينتقلون بين الرقيب والجهات الخاضعة له. Guidelines on Supervisory Independence.
🕹️في أمريكا المسؤول القادم من القطاع الخاص يتنحى عادة عن ملفات جهة عمله السابقة سنة على الأقل، وهذا يصير بإعلان واضح.
🕹️في بريطانيا وأستراليا، النهج قائم على سجلات مصالح علنية وتنح موثق.
في الختام ماتم عمله في case النويصر جلب خبرات / الخبرة من القطاع متوافقة مع الممارسة الدولية ✔️
ثمانية أيام بين الشركة والهيئة أقل بكثير من المتعارف عليه دوليا
التنحي والإفصاح العلني ضروري
اللي أتمناه من الهيئة
- تعلن تنحي الرئيس التنفيذي عن أي قرار يخص التعاونية لمدة محددة. ( ومادري كيف بيكون بحكم التعاونيه تستحوذ على حصه كبيرة من السوق التامين )
- تنشر إقرار المصالح، وتوضح التخارج من أي ملكية أو مستحقات مؤجلة.
تعتمد فترة Cooling-off period
تهدئة نظامية للمناصب القيادية في الاتجاهين، من القطاع للهيئة ومن الهيئة للقطاع.
أنا متفائل بمستقبل الهيئة والقطاع، وما عندي شك في نوايا أحد ابدا
بس الثقة في الجهات الرقابية ما تنبني على النوايا، تنبني على الممارسات الصحيحة
وهذا في صالح الهيئة وقياداتها قبل أي أحد

This is the largest sporting event on the planet, despite what some Americans may believe, and the decision to prevent Africa's leading referee from participating in the World Cup sends an extraordinarily damaging message about the United States and the direction in which it is heading.
I am genuinely astonished that FIFA has not lodged a formal protest with the United States Government and sought intervention to ensure that this referee, who is held in the highest regard within the international refereeing community, is granted a visa to undertake one of the most important roles in world football. For any referee, appointment to a World Cup is among the greatest honours the sport can bestow.
A person's country of birth should never be the sole reason for preventing them from entering a country to carry out a specific professional duty at a specific international event. Particularly when the President of the United States publicly assured the world that participants would be welcomed.
If nationality alone has been the determining factor, then this is a serious stain upon both the tournament and the host nation. It raises profound questions about fairness, equality of treatment and whether political considerations are now taking precedence over sporting merit.
The World Cup is supposed to bring nations together. Decisions such as this achieve precisely the opposite.
