#WATCH | Delhi: Chairman of the National Maritime Foundation and (Retd.) Chief of Naval Staff, Dinesh Kumar Tripathi, says, "We have launched the 'Andaman Dialogue Series' with its first edition scheduled for March 12โ14, 2027, at Swaraj Dweep Island. Whether within the country or internationally, what we need most today is dialogue. No amount of dialogue, conversation, or cooperation is ever truly enough; the more we talk to one anotherโwhether it is our country engaging with others, or simply exchanging ideasโthe better... I believe that the participants joining the Andaman Dialogues from across the country and abroadโcoming together for two or three days to discuss various issuesโwill foster trust. This could lead to solutions for problems facing individual nations and the entire region."
Additionally, he says, "India was, is, and always will be a maritime nation. Our country is surrounded by the sea on three sides, and history confirms this; our ancestorsโbe it Chhatrapati Shivaji Maharaj, the Chola dynasty, or numerous other kingdomsโactively promoted maritime connectivity. If you travel anywhere, especially across South Asia, you will see evidence of India's influence. 71% of the Earth's surface is covered by water. This means we have access to all those areas where water exists. Recently, at the 'Samudra Manthan' event, the PM stated that seas and oceans do not divide; rather, they connect... It is my beliefโand that of many expertsโthat the 21st century will be a 'maritime century,' and we will strive to ensure it becomes India's maritime century... In this context, the 'Andaman Dialogues' will serve as a crucial link, allowing us to exchange views on significant issues for the benefit of all and potentially aiding in future policy formulation..."

Chairing Session III, Admiral Dinesh K. Tripathi, Former Chief of Naval Staff, Chairman @nmfindia , emphasised that climate-induced disruptions are no longer distant scientific projections or abstract environmental concerns. They have become immediate operational realities that directly tests coastal infrastructure, supply chain resilience and human security.
Guided by its #Mahasagar doctrine, India remains a trusted security partner and first responder at sea. Mitigating these risks demands not just goodwill, but interoperability, information sharing and institutionalised coordination.

A pleasure to participate in the First Intersubregional Economic Partnership Forum (ISEPF1) in Colombo, organised by the @ADB_HQ and the Institute of Policy Studies of Sri Lanka (@TalkEcon_IPS).
I had the opportunity to chair the session on โRegional Experience and Capacities in Disaster-Resilient Logistics,โ with valuable perspectives from Mr. Max Ee, Mr. Tia Kurniawan, and Vice Admiral Pradeep Chauhan (Retd.).
The discussion brought out an important message: the region is not starting from scratch. We already have institutions, response capabilities and cooperation mechanisms. The real question is: where does the existing architecture stop, and what gaps require collective action?
Three gaps stood out: membership, mandate, and triggers.
Disasters cross institutional boundaries; resilience must go beyond humanitarian relief to keeping essential trade moving; and regional cooperation needs to become more pre-arranged and ready to activate, rather than being assembled only after a crisis.
A very interactive discussion on moving from national capabilities towards stronger regional resilience. Including exchanges with Dr. Posh Raj Pandey and Ambassador Sumith Nakandala.
Thanks to Dr. Prabir De (@Prabir_India), ADB, IPS Sri Lanka, and all speakers and participants.

Admiral Arleigh Burke once said โIn the Army, when an order is given, discussion stops. In the Navy, when an order is given, discussion beginsโ. The quote doesnโt imply that sailors are disobedient. Instead, it perfectly captures the unique operational reality of naval leadership (decentralised Command at Sea historically meant no communication ashore) & complex variables with continuous loops.
This fosters innovation and out of box thinking.
