That is the easiest way it can be done. I hope you know how the council banding was decided in the 90's. Liz Truss did throw billions to everybody subsidising energy for everyone in the UK and we know what happened after that.
If a 300k a year guy is living in band D then I would say he deserves that 拢100 for living below his means. Normally that type of person would be in a band F.
You did not answer how much your band E house is worth. If you are down in the south it is upwards of 拢400k. So 拢100 is definitely something you don't need when the govt. is neck deep in debt.
What is the alternative? Throw away 拢100 to everyone? I guess you don't know there is no magic money tree. Is paying 拢100 billion only in interest payments every year not enough for you?
Well that is what they want. Inflate house prices. The houses of politicians, the civil servants and the people coming up with stupid policies will increase and will make them feel better. They are dumb to realise that their children and future generations will suffer.
