We have intel that Russia is preparing a new massive attack on our country – primarily targeting energy and logistics. The assumption is basically that tomorrow the world will be watching the American midterms, and what is happening here in Ukraine, along with our difficulties with air defense and Patriot missiles, will be overlooked.
We need signals from the world to Russia that will make them feel that terror is no good, that it will bring no gains, and that as long as this war continues, their oil will burn, and they will not be able to make money doing business with the world. We must not play games with Russia’s oil or gas revenues. We must put pressure on Russia in such a way that it has no alternative but to end this war. America can do this.

The United States will mediate working-level negotiations between Ukraine and Russia on November 10–11 in Abu Dhabi, advancing President Trump’s mission to end the war. Discussions will focus on post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace.
Additionally, American negotiators will meet this week in Brussels with representatives from France, Germany, the United Kingdom, the EU, and NATO to discuss security guarantees for Ukraine, Europe’s post-war security architecture, and economic opportunities to support Ukraine’s reconstruction.
We look forward to building on the progress made in Kyiv, Oslo, and St. Petersburg toward a comprehensive, durable peace agreement that delivers lasting security for generations to come.

Sky News journalists reported that during the ceasefire, Russian forces brought heavy equipment into Oleshky and neighboring villages. They also brought weapons and ammunition. They returned lost positions. So people in Kherson will soon feel the increased shelling.
Sky News contacted the Russian Ministry of Defense for a response to the allegations of ceasefire violations.
Yes, it was the price of saving people in Oleshky - at least someone. As we already know, not everyone who wanted to evacuate was taken out.
People's lives are an absolute priority. Therefore, it is necessary to use the slightest chance to save people. Always.

This year, the Russians have adopted a new tactic – they are striking not only power generation facilities but also carrying out many strikes against power grids, against energy distribution infrastructure. There is a lot of restoration work to do, and new strikes keep coming. Dozens of strikes a day. Our energy workers and repair crews are doing an outstanding job, carrying out an enormous amount of work. Right now, the speed of restoration is just as important as having missiles for air defense systems.

A strong decision by the U.S. State Department – authorizing Ukraine’s purchase of Patriot interceptors to counter Russian ballistic missiles. Five hundred PAC-3 interceptors is a substantial number, and very soon – this winter – they COULD make for a highly effective defense package. However, it has been stipulated that deliveries may begin ONLY IN A FEW YEARS. We are asking our American partners to find a solution for the time when there is a real danger and a real need to use PAC-3 interceptors.
Right now, the Russians are attacking our energy infrastructure every single day. In just these past two weeks of October, there have already been more than 30 Russian strikes on critical parts of our power grid. It is right now, even before the beginning of winter, that Putin has started carrying out his operation to attack the systems that sustain life in our cities and communities. The targets are electricity, heating, water supplies, bridges, and life in our cities in general.
We did ask our American partners to provide Ukraine with a winter support package – at a rate of 100 Patriot interceptors per month. Five hundred missiles would be enough to protect our skies over the coming months – precisely when it is so important for Ukraine to be in a strong position in negotiations and for Russia NOT to succeed in breaking life in Ukrainian cities and communities.
The United States, our European partners, and other partners around the world have sufficient stocks of PAC-3 interceptors in their warehouses. Providing them to Ukraine right now – in the winter of 2026–2027 – and replenishing our partners’ arsenals LATER, in THE FOLLOWING YEARS, through this production already contracted and paid for by Ukraine and our partners would be the right approach. And it is entirely feasible.
We are grateful to President Trump. Importantly, we recently discussed PAC-3 interceptors with Secretary of State Marco Rubio. Ukraine is grateful to the U.S. State Department and the U.S. Administration overall for granting this authorization. But we are asking for decisions that can guarantee the protection of lives not the day after tomorrow or sometime later, but at the very moment the threat is there – when Russia is killing and destroying. I thank everyone who stands with Ukraine!

In and around the city of Dnipro, 496 kilometers (308 miles) southwest of Kyiv, at least 350,000 people were left without power after Russian strikes hit energy infrastructure, according to Alexander Ganzha, the region's governor.

They are very difficult to source these days, and you know how critical the need for them is in Ukraine.
If anyone knows how we could obtain these generators, or has contacts with suppliers, donors, or organizations that might be able to assist, I would be extremely grateful.
All generators will be officially registered as assets of the receiving institutions, and their proper operation and maintenance will be ensured. All letters and documentation necessary will be provided.

A delegation of Ukrainian, US and Russian representatives has arrived at the site from which aid will be delivered to Oleshky tomorrow, Ukrainian lawmaker Davyd Arakhamia said.
Media representatives from all three countries are also at the site to ensure transparency during the next stage of the humanitarian mission.

Horrendous russian daytime attacks on Ukraine today!
russia launched a massive attack on the railway station in Dnipro. In broad daylight. Ordinary people stood on the platforms, waiting for their regular train. Instead of a train, russian drones arrived. They murdered 14 people and injured many more.
russians also struck central Chernihiv with a drone. Two 15-year-old girls were killed. At least 11 people were injured, including two children.
In Kremenchuk, two people were killed and 11 were wounded, including three children, when russia attacked an apartment building.
In Zaporizhzhia, russian drone attacks on two buses injured five people.
These are acts of terrorism. Not the actions of a country that falsely tells the world it wants de-escalation and peace.
The democratic world must treat these acts accordingly. We must increase political and economic pressure on Putin’s administration. Every time russia escalates its attacks on Ukraine, we must escalate our pressure on russia. They do not respond to any language.

I am still on my way to Oleshky. Our humanitarian mission is ongoing.
ℹ️ I see that people on social media are already commenting that I am on the territory of the Russian Federation. Many questions and provocative messages are emerging.
I want to clarify: I am going there to be on the ground in person and see what is happening firsthand, and to keep you informed about the progress of the mission. I ask you to trust official sources and not draw conclusions based on unverified reports.
☝️ One cannot even imagine how difficult these negotiations have been, and how long they took to get me to where I am now. But we have only made it halfway toward our goal. That is why I ask you to please hold all questions until I return home.
Once again, I would like to express my sincere gratitude to everyone who helped make this mission possible, including citizens of the United States of America who contributed to this process. My thanks also go to all Ukrainians who took part in rallies abroad and made sure that the issue of Oleshky did not disappear from the public agenda. Thank you to everyone who made an effort to help.
❗️ And finally, let me answer one question: why am I going there in person? Because when it comes to saving people, it is important to be there with them. It is important to understand what is happening on the ground and to make every possible effort to ensure that the agreement reached is implemented. And if I had to go there to save just one person, I would do it again.
I believe this is my duty as Ombudsman. When there are people — our people — who need help, we must save them. Period.

❗️Today, Russian forces struck a railway station platform in Dnipro, where a train carrying civilians was present. According to preliminary reports, 13 people have been killed and many others injured. Emergency services are working at the scene, providing assistance to those affected. These attacks are yet another horrific example of ongoing crimes against Ukraine and its people. My condolences to the families of those killed. I wish the injured a speedy recovery.
