The passing of NIL rules had nothing to do with letting college athletes play in professional sports leagues while still in college. In fact, the NCAA still strictly prohibits "pay-for-play," which means a college athlete cannot sign a professional sports contract or play for a professional team in their specific sport while maintaining their college eligibility. Instead, the rollout of NIL (Name, Image, and Likeness) in July 2021 was designed to fix a completely different rule: it allowed athletes to earn money off their own personal brand and fame.
