Reflections from #SPCKe2026 🇰🇪
Our Global Director, Dr. Omondi Otieno, highlighted a very crucial point: “Adaptive social protection requires continuously updated data. A system cannot truly be adaptive if the information it relies on is several years old.”
He also highlighted On-Demand Registration (ODR) as a way to allow eligible households to register when their circumstances change, rather than waiting for periodic registration exercises.
With eCitizen, Huduma Centres, digital ID, Inua Jamii and the Enhanced Single Registry, Kenya already has many of the building blocks.
The next step: Connect the systems, strengthen interoperability and invest in the people and institutions behind the technology.
Future-ready social protection is not just digital. It is dynamic, connected and responsive to changing lives.

1/4 Day 2 of the #SPCKe2026 featured H.E. Dr. @HonKangata

“We need social protection systems that can adapt to the realities people face.”
Speaking at the 4th Kenya Social Protection Conference 2026, @PS_JosephMotari outlined Kenya’s direction towards a more adaptive, transformative and sustainable social protection system, one that can respond to climate change, economic shocks and changing social needs.
He noted the continued expansion of Inua Jamii, which now reaches approximately 1.7 million beneficiaries, against the government’s target of 2.5 million. He also highlighted the shift towards more digital payment systems, including mobile money, to make social assistance faster and more accessible.
At the heart of this approach is a broader ambition: moving from simply protecting people from poverty to creating pathways out of poverty.

Speaking at the 4th Kenya Social Protection Conference 2026, Dr. Omondi Otieno said:
“Kenya is advancing social protection through policy and legislation, including the enactment of the Persons with Disabilities Act, 2025, the establishment of the Social Assistance Fund, and the Social Protection Board. These reforms are strengthening our social protection systems and advancing more inclusive support for those who need it most.”
He noted that these developments reflect Kenya’s continued efforts to build stronger, more responsive and sustainable social protection systems that can better respond to the changing needs and vulnerabilities of its people.

“In 2004, Kenya had one modest cash transfer programme for orphans. By 2026, we have more than 1.5 million beneficiaries, an Act of Parliament, a National Registry, digital payments, and a programme that expands when the rains fail. Kenya has shown that rapid economic transformation and social protection can move forward together.” Dr. Garry, UN Resident Coordinator

"We will not ask how many commitments were signed. We will ask: was the grandmother in Turkana paid on the day she was promised? Was the child in Kisumu counted and fed? Was the family in Wajir reached before the drought, not after?" Dr. Garry Conille

“Social protection must move beyond short-term relief and help people build long-term resilience. We need to connect social protection with employment, skills development and sustainable livelihoods. Cash transfers alone are not enough. We must invest in reskilling and upskilling, leverage technology to expand coverage, diversify financing, and bring employers into the skills development process.” Jacqueline Mugo

Social protection cannot be discussed in isolation. From rising vulnerability to changing labour markets, skills development and employment, #SPCKe2026 is exploring how social protection and labour market programmes can work together to expand opportunity and strengthen inclusive economic participation.

"Social protection is not consumption, it is the foundation for human capital and economic growth." Prof. Jane Kabubo
#SPCKe2026 #CHASPAdvisory @LabourSPKE
Social protection should move beyond short-term relief toward long-term resilience. Safety nets should help people withstand shocks while also improving their ability to earn sustainable livelihoods.
