I’m so tired of people who don’t build talking about seizing companies and wealth from those who do.

Conditional Access doesn't deny anything. It grants.
A sign-in that matches no policy doesn't get stopped. It gets a token. Most tenants have written the "grant with conditions" half and skipped the "deny everything else" half.
