A tariff-funded full Major Richard Star Act may be worth examining. But a concept is not a veterans benefit until it has public text, a sponsor, an independent score, a vote path, and no hidden trade-offs.

It's time to pass the Richard Star Act and fulfill our commitment to America's combat Veterans.
As your next Congressman for Florida's 1st Congressional District, I will support the Richard Star Act so that combat Veterans who were medically retired can receive both the retirement benefits they earned through their military service and the VA disability compensation and benefits they deserve.
Today, combat Veterans who are medically forced to retire before reaching 20 years of service are unfairly penalized. Under current law, many must forfeit a portion of their military retirement pay to receive their VA disability compensation and benefits. That is fundamentally unfair to our Veterans and their families.
The Richard Star Act would correct this injustice by ensuring these wounded warriors receive the full military retirement benefits they earned and the VA disability benefits they deserve. Our combat Veterans have already sacrificed enough. They should never have to choose between the benefits they earned in service to our nation.

The #MajorRichardStarAct was first introduced in February of 2020. Its sole purpose was to alleviate what has been called the Wounded Veterans Tax. This “tax” is a dollar for dollar offset of medically retired (Chapter 61) service members retirement for every dollar of VA compensation received.
Imagine you were injured at work and received workman’s compensation for your injuries. Then the company you work for decided you could no longer do your job, but rather than fire, they allow you to retire.
But when you try to access your company 401K for retirement, the company informs you that for every dollar you received from workman’s compensation, they took a dollar from your 401K, and it is now drained and you have no retirement benefits.
This is analogous to what Chapter 61 retired Service Members experience.
The Major Richard Star Act alleviated this issue and had veteran, VSO, and bipartisan support. But it needed a budgeting offset.
So after 6 years, Republicans just tied the Major Richard Star Act to an omnibus package (the TCAVA), changed the language to give medically retired service members less of their retirement than originally intended, and used future VA compensation as the offset (making it harder for future vets to get compensation for injuries).
Republicans are now trying to shove this omnibus package through the legislative process 1 week after it was introduced, despite being called out for its issues, and demeaning anyone (VSO’s, veterans) who raises concerns about its language, and despite having a perfectly good, agreed upon bill, the Major Richard Star Act .
This is corruption. Don’t allow this. They will never come back around and fix these issues. Amend the bill before it’s voted on.
Call your representatives and demand that they amend the TCAVA BEFORE it gets a vote!
