Flying the St George’s Cross or Union Jack is legal. Attaching things to lampposts can raise Highways Act or public-order issues, and some Raise the Colours-related cases have involved further allegations (harassment, alarm/distress, etc.).
But the contrast is stark to many: Palestinian flags and large pro-Palestine marches regularly proceed with far less immediate pushback, even when they include support for proscribed groups or public-order offences.
Two-tier perceptions aren’t invented out of thin air when ordinary people watch the same police force respond so differently to national symbols versus others.
