The lack of clear guidelines from the FTC in terms of anti-trust could be a factor in the lack of M&A (i.e. shift from consumer harm to promoting competition). Although this probably applies to tech moreso than bios.

This was an absolute tragedy. Lab safety courses should be required learning for all undergrad chemistry students. The lab safety infrastructure in at my college was abysmal.
