STOP REFUSING CONSCRIPTS An essential question must be addressed in the assessment of Iranian conscripts: How can compulsory conscripts be treated as equivalent to voluntary membership without carefully examining the individual's circumstances? Many people have no meaningful choice about whether they must complete their conscription under the laws of their country. The circumstances of compulsory conscription , the person's actual duties, and their individual history matter when assessing an immigration application. The Canadian government promised CASE-BY-CASE assessments. Yet families need clarity about the guidelines officers use to put this commitment into practice. If officers do not have clear and consistent instructions, how can applicants know that their individual circumstances are being considered fairly? We call on the government to clarify the assessment criteria, explain how mandatory conscription is evaluated, and ensure that each case receives an individualized review. National security matters. So do fairness, transparency, and the distinction between compulsory service and voluntary participation.
