Bombay High court at Goa pulls up local self government bodies over delay in submitting compliance reports over survey of stray dogs and setting up of shelters. Actor Adivi Sesh @adivideh and People for the Ethical Treatment of Animals India (@PetaIndia) have donated Andhra Pradesh’s first life-size mechanical elephant, Ranga, to Sri Sri Radha DamodarVisakhapatnam Temple, ISKCON Visakhapatnam @iskconvskp . On Sunday, Ranga was unveiled by Chairman of Governing Body Commission of ISKCON, Shri H.G. Madhusevita Prabhu in the presence of ISKCON Visakhapatnam Temple President, Shri H.G. Samba Das; Spiritual Mentor, Dr Nitaisevini Mataji; temple officials and devotees. The initiative was facilitated by PETA India in recognition of the temple’s compassionate decision to never own or hire live elephants. This new mechanical elephant, Ranga, marks the 33rd robotic elephant donation facilitated by PETA India across seven Indian states. DRAFT RULES ON ANIMAL EXPERIMENTATION, 2026, MUST BE WITHDRAWN! Our dogs, our cats, our cows, our monkeys and every other animal we share our country with are not disposable. They are not objects to be experimented on without proper safeguards. They are living beings who feel pain, fear and suffering, and they deserve to be treated with dignity and respect. The Draft Rules on Animal Experimentation, 2026, threaten to weaken the safeguards meant to protect them. Animals could be sourced from open markets and unregistered establishments, while institutions could approve their own experiments through internal committees. Who will protect these animals if the safeguards meant to protect them are weakened? The reported provisions permitting animals to be sourced from open markets and unregistered establishments, along with greater reliance on internal institutional committees for approving experiments, raise serious concerns about transparency, independent oversight and accountability. Animals are sentient beings, not expendable resources for scientific advancement. Research must be guided by ethical responsibility, stringent independent scrutiny and a commitment to developing and adopting scientifically validated alternatives to animal experimentation. I therefore urge the CCSEA and the concerned Ministry to withdraw the proposed Draft Rules, undertake meaningful consultations with animal welfare organisations and independent experts, and introduce a framework that places animal welfare and ethical scientific progress at its core. Scientific advancement and compassion are not mutually exclusive. India should aspire to lead in both. Busting a few myths about Goa having highest incidence of persons capita dog bites: 1. The Health department shows each Rabid vaccination as an animal bite(because they do not maintain record of dog bites, what they maintain is record of rabid shots for all animal bites/scratchesetc., including that of dogs. So first of divide the number given by government 5. So a 500 % error. A study by the Goa Animal Federation @goaanimalfedn with reference to a Goa Government official press release admits that 95 per cent of the dog bites are by pet dogs. So the GAF study shows actual bites in a 3 year period starting 2022 as just 372. Not 37,197 as per published hype and which many newspapers carried without checking the government hospital records which register daily Rabies shots given for all animal bites. 2. There is neither a locational dog population data nor bite data. A free dog spay/neuter camp is currently being conducted by WVS @WVScharity ,Goa in Quelossim village, in collaboration with Rooney Marlee Animal Welfare Trust, as part of ongoing efforts to humanely manage the local dog population and improve animal welfare. The camp, running from 12th to 24th January, is offering free sterilisation services for community dogs and owned indie dogs in the village. As of today, 213 dogs have already been successfully sterilised, significantly reducing the risk of unwanted litters, disease and suffering on the streets. With three days still remaining, the team hopes to sterilise many more free roaming dogs before the camp concludes. Sterilisation not only helps control the dog population in a humane way, but also leads to healthier animals and safer communities. Residents are encouraged to make use of these final days by bringing in dogs from their neighbourhoods or informing caregivers and feeders about the ongoing camp. This initiative reflects the power of collaboration and community participation in creating long-term, compassionate solutions for animals.
