Please be humane, be kind, be sensitive to these voiceless Souls who can't handle the high decibel sound of fireworks. Some dogs really tremble..lose appetite.... Just aimlessly run around, try to hide, often get lost.😰😭 They are at our mercy..Be compassionate and a little considerate to them. Teach children in the family to be considerate to animals and refrain from lighting fireworks. Festivals are there to sead love and happiness.🙏❤️ @Goaanimalfedn @alokikgoa @abirkamat @KDRow618021 @bobworks @SachiRupaliK @SpotzHaroon @VeeVimal @AnitaMuzum29288 @rajmaru164 @shraddhavorra @loveuanimals @AliSouza25 @PhysicsWithPaws @sweta2625 @BasavarajMaled @DessaiMadh17923 @patil_prashant @MariaFerre35420 @RheaFdes @AshwiniDbittu00 @coconutcartel1 @StacySeque21731 @MICHELEKERRIS @ShilpaGanguly77 @avelinodesa @Shahinlambe86 @shrutih29 @WAGANIMALRESCUE @AngelsforGoa @GoaHumaneTrust @Arur_Surjit @tukaram_gaonkar @Shevaun_menezes @goaalm
PLEASE DON'T BURST FIRECRACKERS 💔🙏 Your few minutes of celebration can mean hours of fear, suffering and even death for innocent animals and birds. Celebrate with diyas, not bombs. 🚨 *15 DAYS OF STARVATION. REPORTED DEATHS. OFFICIAL COMPLAINTS. ABSOLUTE INACTION.* WHAT IS HAPPENING AT TATRAKSHAK VIHAR,(Coast Guard) CHICOLNA–BOGMALO, GOA, IS SHAMEFUL AND DEEPLY INHUMANE. Community dogs are allegedly being denied food and water, with reports of deaths due to starvation and dehydration. Instead of ensuring their welfare, the authorities appear determined to remove them from the premises. On 31st October 2026, a detailed and urgent complaint was submitted to the District Collector and District Magistrate, South Goa, @coll_south @EgnaCleetus DSPCA, Animal Welfare Board of India @AwbiBallabhgarh and several other concerned authorities. The complaint explicitly highlighted the reported deaths, denial of food and water, proposed removal of the dogs, and the failure of authorities to take timely preventive action. AND YET, WHERE IS THE ACTION? How many more animals must suffer or die before the authorities wake up? The subsequent communication from Coast Guard District Headquarters No. 11, Goa, @IndiaCoastGuard is equally disturbing. Rather than addressing the grave allegations of cruelty with urgency and compassion, the response appears to dismiss the concerns and shift the responsibility of adopting these dogs onto the complainant. LET US BE ABSOLUTELY CLEAR: ANIMALS CANNOT BE STARVED, ABANDONED OR MADE TO SUFFER IN THE NAME OF ADMINISTRATIVE CONVENIENCE. Security concerns are not a licence for cruelty. Institutional authority is not above the law. And no administrative circular can justify inhumane treatment of living beings. MANOJ BHATIA AND THE CONCERNED AUTHORITIES MUST BE HELD ACCOUNTABLE. WE DEMAND: 🔴 Immediate provision of food, drinking water and veterinary assistance to all surviving dogs. 🔴 An urgent, independent investigation into the reported deaths. 🔴 Immediate intervention by the District Collector, DSPCA and AWBI. 🔴 Accountability and appropriate legal action against those responsible for cruelty, neglect or failure to act. 🔴 A humane, lawful and sustainable resolution in accordance with applicable animal welfare laws. A UNIFORM DOES NOT GRANT IMMUNITY FROM ACCOUNTABILITY. AN INSTITUTION DOES NOT STAND ABOVE THE LAW. AND ADMINISTRATIVE POWER DOES NOT EXCUSE THE ABSENCE OF HUMANITY. When complaints are filed, evidence is presented, and innocent animals continue to suffer, silence is no longer acceptable. 📢 A PUBLIC APPEAL — PLEASE TAKE ACTION! Please send emails to the following authorities demanding immediate intervention, an independent investigation and accountability. 📩 INDIAN COAST GUARD — HIGHER AUTHORITIES Coast Guard Region Headquarters (West): [email protected] Coast Guard Headquarters — Operations Directorate: [email protected] Public Relations Officer: [email protected] District Headquarters No. 11, Goa: [email protected] [email protected] IT & Communications Directorate: [email protected] 📩 HIGH COURT OF BOMBAY AT GOA @bombaybench Main Registry: [email protected] Judicial Registrar: [email protected] 📩 ANIMAL WELFARE BOARD OF INDIA (AWBI) [email protected] [email protected] PLEASE FORWARD THIS POST, SEND EMAILS AND HELP AMPLIFY THIS MATTER. The Goa Animal Federation @GoaAnimalfedn

Bombay High court at Goa pulls up local self government bodies over delay in submitting compliance reports over survey of stray dogs and setting up of shelters. Btw, the NGOs in the animal care sector in Goa have been after the government as well as the local self government bodies to focus on Sterilization ( and vaccination) of the community dogs as the solution to the problem is reducing their number, towards which enough funding and infrastructure is the biggest issue, the NGOs point out. @GoaAnimalfedn @goaalm @Bobworks @Manekagandhibjp @manekagandhiMp @joedelhi @theviditsharma @nidasayeedtoi @govindkmaadtoi @kdrow

DRAFT RULES ON ANIMAL EXPERIMENTATION, 2026, MUST BE WITHDRAWN! Our dogs, our cats, our cows, our monkeys and every other animal we share our country with are not disposable. They are not objects to be experimented on without proper safeguards. They are living beings who feel pain, fear and suffering, and they deserve to be treated with dignity and respect. The Draft Rules on Animal Experimentation, 2026, threaten to weaken the safeguards meant to protect them. Animals could be sourced from open markets and unregistered establishments, while institutions could approve their own experiments through internal committees. Who will protect these animals if the safeguards meant to protect them are weakened? We cannot allow this to go unchallenged. 📩 Write to the Member Secretary, CCSEA @Dept_of_AHD , at [email protected] Demand the withdrawal of the Draft Rules on Animal Experimentation, 2026. Make your objection heard, and urge others to do the same. India must move towards humane scientific research and alternatives to animal experimentation, not weaken the protection animals deserve. THESE DRAFT RULES MUST BE WITHDRAWN. #AnimalsMatter #WithdrawAnimalExperimentationRules2026 #SaveAnimals #SaveIndianAnimals #Pawsasia Email ID To: [email protected] Dear Member Secretary, I am writing to register my strong objection to the proposed Draft Rules on Animal Experimentation, 2026, and to urge their immediate withdrawal. India has a moral and legal responsibility to protect animals from unnecessary pain, suffering and exploitation. Any revision to the existing regulatory framework must strengthen animal welfare safeguards, not dilute them. The reported provisions permitting animals to be sourced from open markets and unregistered establishments, along with greater reliance on internal institutional committees for approving experiments, raise serious concerns about transparency, independent oversight and accountability. Animals are sentient beings, not expendable resources for scientific advancement. Research must be guided by ethical responsibility, stringent independent scrutiny and a commitment to developing and adopting scientifically validated alternatives to animal experimentation. I therefore urge the CCSEA and the concerned Ministry to withdraw the proposed Draft Rules, undertake meaningful consultations with animal welfare organisations and independent experts, and introduce a framework that places animal welfare and ethical scientific progress at its core. Scientific advancement and compassion are not mutually exclusive. India should aspire to lead in both. I request that this objection be formally recorded and considered before any further action is taken on the proposed Rules. Yours sincerely, Prakash W. Kamat, (Vice President,Goa Animal Federation @GoaAnimalfedn )

epaper.lokmat.com/articlepag… My weekly column on issues of disability in Sunday @Lokmat today on October 18,2026 focuses once again on early detection and intervention for disability. A great initiative of Government of India in Disability Sector: The Education Ministry of Government of India @EduMinOfIndia has realised the significance of early detection and intervention of disabilities among children and has initiated an ambitious programme covering 60,000 schools and 72 lakh teachers being trained with the help of a screening tool called PRASHAST. The PRASHAST App (Pre-Assessment Holistic Screening Tool) is a mobile and web initiative developed by the NCERT It acts as a preliminary screening tool—not a diagnostic test—to identify children with potential developmental delays or disabilities early at the school level. • Disabilities Covered: It screens for all 21 benchmark disabilities recognized under the Rights of Persons with Disabilities (RPwD) Act, 2016 (including autism, ADHD, learning difficulties, and sensory or physical impairments). • Target Age Group: Covers children and students aged 3 to 18 years. Available in 23 languages (English and the 22 constitutional languages listed in the Eighth Schedule). @GoaHemophilia @yashatwork @rajdeepsardesai @ShekharGupta @anishgawande @HelleLyngSvends @iamharmeetK @SreenivasanJain @khanumarfa @sohitmishra99 @nehafolksinger @divyaspandana @VoiceOfTribals_ @SauravDassss @JamwalNidhi @nistula @vijaita @armanaly @ambashtapp @rshul400 @msjgoi @goadisability @mallaikamat @abirkamat @sachirupalik @nahvejarvishant @tukaram_gaonkar @mahadevsawant

Wild Animals and Stray Dogs Could Face Painful Laboratory Experiments: @PetaIndia Warns of Dangers of Draft Rules.😱😡 Proposed Rules Open Doors to More Wild Animal Capture, Experiments on Community Dogs and Cats and Severe Suffering – Even as India and the World Move Towards Non-Animal Science Wild animals taken from their natural habitats, community dogs and stray cats potentially used in laboratory experiments, and animals subjected to electric shocks, induced tumors, and other severe suffering: these are among the alarming possibilities raised by India’s proposed animal experimentation rules. PETA India is warning that key provisions of the draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026, could significantly weaken existing animal protections at a time when India and other countries are accelerating the transition towards advanced, non-animal science and is publicly calling for its withdrawal. PETA India warns that the proposed rules could expose animals to greater suffering in laboratories by: Opening doors to increased capture of wild animals for experiments: Draft Rule 5 provides exceptions that could permit the capture and use of animals protected under the Wildlife (Protection) Act, 1972, in experiments, subject to scientific justification and legal permissions. Draft Rule 5(1)(a)(b) also sets conditions for exceptions involving endangered species. Rule 5(2)(c) even allows authorities to exempt researchers from taking measures to minimise the suffering of wild animals found injured or unwell during or after capture. Among other animals, putting community dogs and stray cats at risk! Against this backdrop, India’s new Rules should build on this progress by strengthening the use of scientifically advanced non-animal approaches and animal-welfare protections, rather than weakening existing safeguards or creating new avenues for animal experimentation. PETA India calls for the withdrawal of the proposed rules and urges stronger regulations that protect wildlife and community animals, preserve independent oversight and existing safeguards, and prioritise scientifically sound non-animal methods. -- @Goaanimalfeferation urges people in general and animal lovers in particular to oppose these proposed Rules. @PercyBillimoria @SachiRupaliK @goaalm @pawsunmute @advamitachate @joedelhi @TheViditsharma @Anilmishjourno

We at Goa Animal Federation(GAF) congratulate @WVScharity, team Goa led by Dr. Stacy Sequeira, Director Hicks-WVS and the Mission Rabies, on pulling off a phenomenal event on Monday, September 29,2025 at Ponda Goa. "For me, the highlights of the event were: 1) Goa Animal Husbandry Secretary Prasanna Acharya specifically commenting that recent incidents of dog bites in Ponda were from Pet dogs and not strays. (2) Goa Minister for Animal Husbandry @NilkantHalarnk1 in his speech unequivocally confirming that there is no longer any shelter plan in the pipeline as Supreme Court has clarified that there cannot be any Sheltering of normal community dogs (3) Minister for Agriculture Ravi Naik telling kids that dogs and cats are friends and need to be cared for and can't be hurt. Overall, there were no negative comments against community dogs and an overall positive tone from lawmakers and bureaucracy on the community dogs,", says Mr. ViJendra Gairola, the spirit behind GAF. And the GAF President K. D. Row👇 appreciated and thanked the Goa Government for their humane and positive approach in working out solutions with the participation of the stakeholders. @GoaHumaneTrust @SachiRupaliK @DrPramodPSawant @Varsha270819 @DGP_Goa @Goa_Police @kbdessai @DexterBraganza
